The Commission shall, at the close of each fiscal year, make a full report of its transac tions .during that year, including an itemized statement of the mon eys received and disbur&ed for whatever purpose, said report to be filed with the Clerk of Court for said county, and to be submitted bw the Clefk to the Circuit Judge pre-' ' siding at the next succeeding term of the Court of General Sessions for said county, and by him submitted to the grand jury for investigation. The grand jury_ shall make an ex. amination of the books, papers and accounts and the work of the said Commission as now provided by law to be made of the county officers, and shall appoint a certified account ant'to assist in said examination. The Commission shall offer said bonds for sale without the payment of commissions and with out the intervention of agents or bond brokers actin p for said Com mission. as the same may hie in its judgment required for the purposes of this Act, to the highest bidder for not less than par. reserving the right to reject any and all bids, and shall, as far as practicable, offer said bonds in small denominations.
