Mass., some years ago and it was seen at once that Robert Mills was tbe architect. At the time that he was architect for the national government and making the plan* for the national treasury and tbo postoffice and patent office build ings,- another South Qarolinlan was president—Andrew Jackson. The South Carolina Insane Asy lum's first building is just to the -iKht and immediately within the walls as one enters the grounds. It is a very quaint old building, the front being distinguished for a mas sive portico of Doric columns. There ire eight wings, stuck on .it obtuse ingles in such a way as to give the "bole building the effort of a bird, ir light.
