Undertaking to study her own baby, the student \ may have. so much knowledge thrust upon her that her brain reels and her back aches, yet she cannot play hooky without incurring the penalties of the truant law. A male baby may grow up to be a philosopher and a gentleman, but in his earlier years he le as unreason ing and ill-tempered as a hornet. A 8gn Frar.cisco real estate firm has received a letter from a client telling how he replenished his purse by risk ing his last coin at roulette, when his appeals home for money were fruitless on account of conditions fol lowing the breaking out of hostilities in Europe. He waa in Ostend when the actual fighting began, and bad been traveling in Europe for some months. For obvious reasons his name is withheld. The letter says, in. part: “We had made Ostend our objec tive point,, considering it the most favorable point for awaiting develop-, ments. The morning after our arrival there a complete paralysis of the financial situation established itself, nothing available had any circulating value; checks, letters of credit, the American Express company or travel- era’ checks, or even Belgian paper money, all shared the same fate. That evening our limited capital consisted of eight francs in my pocket. Of course, I had depended upon my let ters of credit. “We went in silence walking down the ocean shore. Both myself and wife wondered where we would go next, and what would become of us, when we came upon a brilliantly lighted kursaal. Today it is practically only used for such announcements as the Ring's birthday honose list and leg..l notices. Time wm. however, when the Gazette was the only medium throngii which the public could learn any for eign news or any public announcement which royalty and statesmen had to make. Nowadays such announcements, while being sent to the London Ga zette, are simultaneously communi cated to the more important newspa pers. But even today the London Ga zette is controlled by the government. and a particularly watchful eye Is kept on the advertisements In Its pages, which are regulated by law. The* ' advertisements are mostly of an ofUch l or legal character, of which It is nec essary to keep a record, and earn fer the nation about $60,000 a year. No great manufacturer could obtain a puff In Its pages, ever, though ho were will ing to pay $50,000 a line for it. Studying Health Insurance. The National Civic federation has I'.isuuuea i^qaines into the jslaCJutd* in foreign countries of insuring wage earners against misfortune, and as a result the social service department cf the federation is considering the desirability of recommending legisla tion to provide for compulsory Insur ance for Illness. A committee has been in London to study the operation of the national Insurance act of Great Britain. Em ployers were asked about the coet of the insurance and ita relation to businesa. Wage earners were asked to give information regarding the ef fects on wage rates, on the conditions of employment, and on their general welfare. Changes in the cost of poor relief and any reduction in the death rate from preventable diseases were Investigated. Thla general survey will prepare the way for an Investigation by a commis sion next spring, when an effort will be made to bring together all infor mation which will serve social Insur ance purposes in the United States. One of the most interesting numbers of the Gazette ever published was the Diamond Jubilee number, the whole paper being devoted to an official rec ord of that historic celebration. As an illustration of the Importance of the Gazette in the old days, it might be mentioned that as recently ai the Crimean war the Gazette was the first to publish that important item of news, the victory of Alma. At one time the London newspapers had to wait for the publication of the Gazette in order to secure such news of public importance m the list' of casualties, which the war office in those days eent direct to Fleet street It to the proud boast of Messnf. Harrison, who for more than one hun dred and thirty years published the London Gazette, that although kings and cabinet ministers contributed to Its pages during the time they pub lished the paper, and although thou sands of employees were engaged on tho work of producing the Gazette, no official secrets rent to tbe^i.for publi cation have ever ie.ked out. The Gazette is probably the only pa per which returns the original co;»y (o ita authors along with the proof. This is done In the case of communications from sovereigns and cabinet miniatcra.
