But in many states like New York and others, state-wide prohibi tion is out of the question, therefore local option is the only cudgel in the hands of the prohibitionist for ti e destruction of the liquor traffic. In Syuth Carolina no |such eonditiors exist. The people In thirty-seven out of the forty-three counties have unmistakably expressed their wishes at the ballot box. Some of these counties have done so more than once. Only one county last s^m n r gave a decisive vote in favor of the dispensary. That county was char leston. and the liquor element among the people of CharUston has shown to the people of the whole State that they do not regard nor obey the dis pensary law. On tie first day of July.of la$t year there were six hun dred and seventy-six United States licenses held by men to sell liquor in South Carolina. Of titse, four hun dred licenses were held 1 y people in Charleston county. An examination of this list will show ih*t a large proportion of this band of law-break er* isf’ made up of jieople who are foreign-born. They lire people who are not American in spirit, an 1 who care nothing for American law and citizenship. It is a conceded fact by- even liquor papers and numbers of men who claim to be local optiomts that another election would prove fatal to the dispensary in four, if not five, of the remaining six wet coun ties. Local option, in South Caro lina, then, means when reduced to its last analysis, to take care of the four hundred licensed law-breakers in Charleston county. Just here is where the local option principle, as applied to the liquor business in South Caroliea. is a farce. The scheming politicians and the sub sidized liquor paper* will harp on local self-government and thus ap peal to what they call a Democratic principle, hut every man who thinks for himself knows that you cannot apply Democratic principles to the liquor traffic. If he does not, he can scarcely expect to keep up with the happenings of his ow, n"neigkbor- hood and the doings of his own ac quaintances, a» d while we would not hive any reader of ours limit hir- interest to the things that are going ,n immediately around him. he is rertainly not a well informed man if ae is ignorant of these things. This then is one reason w hy you should subscribe for, and pay for, <md possibly *rite for and advertise n >our local paper. Another reason s that agoo i paper in any town or •ounty s a positive Dree in the np- buildirg of that town or ebunty. A zood paper is one of the .surest indi cations of. and the best advertise ments for, a progressive community; and it is impo sile for any editor to make a good ) aper if he does, not nave the supp ir; of the people for whom the paper is made. The local paper may also be a source of direct financial benefit to you. To say nothing of what its advertising columns may be worth to you, either as buyer or seller, cases are always arising when it is a positive saving of time or money to know just what is being done by one’s neighbors, or one’s county officials, or the business men with whom one has to*deal. Next to a telephone, a really live local news paper will do more than anything else in keeping you in touch with your local market. For these reasons, and many others that might be given, the local editor has a right to expect your patronage and your co-operation. In return there are some things you have a right to expect of him. In the firat place, you have a right to demand that he keep hia paper elean—That he make it fit reading matter for your fanyly. If mere space is devoted to scandals and murders and aaosatioiial fake stories than to the really important happen ings of the day .you not only have a right, but it is your duty to protest Them things are not news, though ■agr (diton mm M Uriak tlMMn. mi uftm pabUSt tkm Umm You should give the more hearty support to your county paper if its advertising columns are clean — if it refuses to carry whiskey, patent medicine, and fraudulent investment advertising. No farmer should sub scribe for any paper of general cir culation that carries such advertis ing, and he has a right to insist that his county paper shall not only refuse the more vicious of such advertising, but completely purge itself of all such as rapidly as its support will permit. * ■“ Then you have a right to demand that your editor tell the news as it is. He has a perfect right to pre sent his view’s with all the force he has in his editorial columns, but when he presents anything as news he’must have it just as accurate- just as fre« ffrom personal or partisan views—as possible. The editor who permits his personal or political feel ings to color his news columns is guilty of an actual immorality. A third right you have is to de mand that your local paper give the moat of its attention to local happen ings and local problems. It is the special business of “Rural County News’’ to tell what is happening in Rural County and to aid in this county’s development and progiefe: Its views on the tariff or the Congo slave question may be interesting and valuable, but it can probably do more good by giving this soace to helping have the beck alleys of Ruralville kept clean, or by inter esting the farmers of Rural County in the institute that will be held for their benefit this summer. Insist, then, that your pfper deal with the things of your community, that it give the local news and help solve local problems.. Here again your help maybe re quired. and you should feel it your duty to let your paper know of any local event of interest that comes under your notice, or to uss it as a means of calling . attention movement that will make for the betterment of community A good local paper ie one' of the beet ernests a ■nail town or a farm ing county can have.
