In a recent Issue of a daily paper the railroad fare to Walterboro is quoted along with such places as Glenn Springs, White Stone Springs, Henderson ville, N. C. etc. Look at the strang ers heft* now, will you? NR WINSLOW ON GOOD ROADS. At a mass meeting held at the Court House, Winnsboro, re cently, D H Winslow, the road expert in charge of constructing a mile of road in Fairfield county is reported to have spoken as foDows. v< He first wished to emphasize the fact that no expenditure op a road is justifiable that does not add tO'the value of land and de crease the cost of transportation. This means the discontinuance of the abominable and almost universal practice of throwing sod and other vegetable matter in the road. He took as an illustration the fact that twenty-two bridges had been washed away in the count) this spring and contrasted the conditions in Lancaster county, where no bridge bad . washed away when practically the same rain fell, toghow that thie county was badly in need of permanent bridges. In speaking of the broad tire that was needed on the wagons in moat counties of the South, he said that in one of the North* ern States after trying unsuccess fully to tax the narrow tire vehi cles, a bill was introduced to exempt from taxation all vehi cles having broad tires or tires four inches in width. In this wsy each wheel acts as a roller and tends to prolong the life of the road * In New York State the specifications stipulated that the contractor must furnish wagons on the work with a front tire, with at least four inches and the rear tire of six inches in width* Such wagons mast be so constructed that the rear wheels do not follow in the line of the front wheel. In the good roads section be had found, where 84 per cent of the roade are improved, that there was 1 per cent of illiteracy and the average attendance of enrolled pupile it seventy-nine and a fraction per cent.
