“There Is one thing which 1 hope to
see estsbiished In this state, sod that
Is a department for antomoblles and
motor vehicle**. There are, two reasons
which go to show that the putting into
effect of such a scheme would he a
benefit to (he state and automobile
owners. I might say the chief reason
would he that with such fe department
we would derive a revenue which will
equal any other otrtalned by the state

poration taxation. We should at least

“The other reason Is that we should
have the best roads of any state In the

Scientific methods should be adopted,
and specification* must be carried out
to the letter.
In building a macadam rand the
foundation la the main thing. The
voids In the crushed limestone foundu

Instead of clay, which is sometimes
used. A very little clay may be used,
but for filling purposes gravel Is much
more satisfactory. There should be
no shoulder ou the aide of the rond.
but the macadam should be gradually
feathered off to the edge and made
water tight The material used for a
•Her should be applied before the road
Is rolled. Oo top of a foundation of
four inebea of crushed limestone an
inch and a half of pit gravel. Wash
the gravM In with a street sprinkler
and then roll. The next layer should
consist of three Indies of amaller hard
atone treated In the same way and
then a layer of pit gravel feathered off
to the edge.
Mr. Cooley said all the materials
should be specified and nothing left to
the choice of the contractor* Even th*»
gravel pit should be designated. The
contract should be so worded that in
the event that the gravel pit dcelgnat-
ed failed to pan out well all the way
through the contractor can be required
to go elsewhere for this supply upon
making an equitable adjustment with
him. Such an arrangement would be
fer more economical than to permit the
contractor to go on with unsatisfactory
materials. In this way the board could
control the sources of supply end noth
ing would be left to the whim of the
contractor.
Mr.,Cooley also went Into the ques
tion of maintenance of roads, which he
considered quite as Important as coh-
