Resolutions for license fees were adopted as follows: Resolved—That the license for traffic in seed cotton or unpacked lint cotton by ..purchase, barter or exchange within the period begin ning August 16 and ending Decem ber in each year within the County of Colleton, be, and hereby is fixed at twenty dollars.
