That from and after the first day of June, 1921, it shall be unlawful for any dog owned or kept in the City of Union, S. C., to be unon the streets of said City without a collar on and a Tax Tag attached thereto; the said Tax Tag to be furnished by the City Clerk and Treasurer with a receipt for said Tax, at the time of payment thereof. That after said date, any dog or dogs found or appearing upon the streets of Union without having on said collar and tag shall be taken up and impounded, and notice of said impounding, with description of said dog shall be posted upon the public Bulletin Board, and also in or near the Postoffice for twenty-four (24) hours; that the owner or person claiming said dog or dogs may, within the time limited recover said dog or dogs upon the payment of $2.00 for each dog so impounded. Such dog or dogs as shall not be reclaimed by payment as aforesaid, shall be killed; provided any person or persons reclaiming and paying for said dog or dogs shall be entitled to a Tax receipt and Tag, from the City Clerk and Treasurer; and provided further, that any one who has previously paid the tax on any dog so taken up, after paying the redemption tax, and upon making a reasonable and satisfactory excuse be fore the Mayor for the dog so appearing: on the streets shall be refunded $1.25 of sueh redemption tax. That any dog coming: and being upon the streets of the streets of the City of Union, S. C.t without having a collar and tax tag on. and which, after reasonable effort can not be impounded, and after giving notice to the owner, upon its subsequent coming upon the streets without having on a collar and tax tag, may be killed then and there by any Policeman or Officer. Any owner or keeper of any dog or dogs, who shall fail to secure the license required in the first paragraph of this section, shall be punished upon conviction by a line not exceeding $100, or by imprisonment not exceeding 30 days, for each and every offense.
