Tomorrow is tht day upon which the Christian world will celebrate the birth of Jesus Whether it really represents the anniversary of His birth matters not oni whit, Tomorrow, Sunday, is the da> of His resurrection. So we may think of the Savior's birth and of His triumph tomorrow. Whether we took our Christmas from the old German myth or from whatever source it came, matters little. To the true Christian the day is sacred. Not in revelhng, not in wantonness, not in gluttonous indulgence, not in excessive hilariousness, but iti sacred, sweet and holy service, in sweet fellowship, in the faith, and with the hope of a little child, should the. day be spent. Joy and good cheer are not unseemly. Thought of others should mark the day's progress. Well nigh two thousand years have come to the earth since the sacred feet of the Man of Galilee touched the roads of Judea and traversed the streets of old Jerusalem. Reeling in the shock of clashing armies, drunken with the dregs of vice, enthralled in the meshes of deceit, wracked by pain, hunger and poverty, the old world has gone on. Many a time has the .sun looked down upon contending armies and the moon wept over the bloody desolation left in the wake of battle. The moaninir wi?v??s hpntinrr nn?n tVm shore have not been heard so constantly as have the cries of little children and of desolate widows. Oppressors of the poor and exploiters of the WfaknesSes of mankind have aaxed fat upon the blood of brothers and helpless old age has gone cringing to the grave driven by the ruthless hand of might. Tyrants have sat upon thrones and harlots have ruled the people through the wiles of the evil one. But yester year the whole earth was in the blazing flames of war and fourteen millions of human bodies were fed into the belly of that hideous monster. Even today millions of little children, old men and women young men and maidens fair are hungry because of the trail left in the wake of the great, beast of hell. And yet, through a rift in the clouds a heavenly beam appears! With each succeeding horror has come in more pronounced degree the message of the heavenly host: "Peace on earth, good will to men." From every charred battlefield, dimly at first, more clearly at each succeeding occurrence, has been seen as a beacon light of hope the Cross of Christ. Slowly, through agony, through bitter tears, the chil dren of men have been approaching Golgotha. They begin to hope that they see the day star of peace and good will. Some day, please God, and possibly sooner than most of u> dream, hope will be crowned with fruition and the troubled heart of mankind will rest in the shadow of the Cross. Said the Master: "I came to bring, not peace, but a sword." Mayhaps the bloody sword and th< bursting shell, the red hot flames oT hellish war have come to purify man kind and set free eurth's prisoner;and slaves. Perchance, with each re viving storm the final haven already looms upon the horizon! Almighty God! May the children <>f men, having looked into the face of the "Man of Sorrows" find tht true meaning of suffering and discern the gateway to life! Lord God of High Heaven, given to Thy people a new heart, in which sings the voices of little children, a new vision which sees a new heaven and a new earth; a new hope that! builds upon the promises of God re-! vealed in the Son who reveals Him! All Russian Soviet Congress Moscow, Dec. 19.?Many formida ble questions appear on the agendt >f the Ninth All-Russian Soviet Congress which is to convene here tomorrow. Foremost among these art the consideration of the preliminarj results of the new economic policy which abandons Communism to a considerable extent, and the faniim which threatens to wipe out millions f Russians in the Volga districts before the next harvest. It is more than a year since the last meeting of the All-Russian Soviet Congress and the congress has actually become much less important than might be imagined from reading the Soviet constitution. It has over 2,000 members. Village anc town Soviets call elections by means of which delegates are selected to attend conventions in provincial capitals which designate the delegates tc the Moscow congress. Only workmen, soldiers, sailors and peasants who do not employ any laborers except their own families, arc entitled to vote under the constitution. Bolshevists make no claim that the elections to the congress are democratic. Bolshevists make no claim that the elections to the congress are democratic. They frankly call their system a dictatorship of the proletariat and do not pretend that*their government has the support of a majority of Russians. At every session of the All-Russian Soviet Congress a central executive committee of about 200 members is elected which holds office until the next congress iS called and is the body in which the chief functions of government are vested by the constitution. In practice this committee, whose members are scattered all over the Russian republic and federated governments, has been found unwieldy. It is too large to assemble conveniently. By degrees the actual control of affairs shifted to the council of commissars, which corresponds to a cabinet. and is under the chairmanship of Nikolai Lenine. M. Kalenine, who is the legal head of the government and is generally spoken of as president of the republic. will preside over the Ninth-AllRissian Soviet congress by virtue of his position as chairman of the central executive committee of that body. He signs treaties, grants pardons, receives diplomatic representatives and performs other more or less formal tasks, but has no such powers as are vasted in the American president.
