According to this confession the government would have been thrown into, a helpless financial condition if it had not gone into the op^um trade. 'Whenever the government was short of funds, we made it a point to sell opium," said the official. "We succeeded in sending opium into the interior of China in spite of the protests of the Peking authorities because we eluded Chinese vigilance by confining the sale to the residents of the Kwantung leased area. However through agents appointed by the Kwantung government we made 9ales on a large scale.
