In its latest presentment the grand jury of Greenville county made this forceful plea for jury reform: "The importance of having the best citizens of the county serve upon the juries, both petit and grand, can not be overstimated. We would recommend to our delegation that a commission consisting of five mem-: bers be created by an act of the legislature, if such should be constitutional, for the purpose of selecting the best citizens of the county for jury service.'' This is one of the best, most constructive suggestions ever made by a grand jury in South Carolina. If adopted, it would strengthen and upbuild the administration of justice, because it would increase the confidence of the people in the verdicts of juries. Moreover, it would tend to prevent those frequent miscarriages of justice which occur when artful lawyers play upon the prejudices and passions of ignorant, narrow and prejudiced jurors. It would mean that more and more of the guilty would be punished, because there is less likely to be a rotten verdict or an unjustifiable mistrial in criminal ? u-iiorp the iury box i9 filled by cases >> nv. w _ 12 intelligent men of high character. One narrow, illiterate, bony headed bnmpkin can now nullify the judgment of 11 men of brains and unnecessarily cost the county thousands of dollars. Jurors at present are selected by county officers. This system is wrong. No matter how free these officers in some counties may be from being influenced by political considerations, officers in other counties may be swayed by them. Politics and the administration of justice have nothing in common and should be divorced absolutely. It could be composed of five members, in accordance with the suggestion made in the presentment. However. Clerk of Court Harry A.
