Murray is the gen-i ial Southern conductor, who has j been passing through Bamberg for j years on his regular run, and he has j numerous friends in the city. ? j SECOND RED CROSS WAR FUND. Campaign for Bamberg County on; From May 20th to 27th. Having been appointed by' the Southern division office (Atlanta, Ga.) of the American Red Cross, to act as chapter war fund chairman for Bamberg county in the campaign j for the second Red Cross war fund, I desire to bring to the attention of our people the campaign that is to be made, with the view that Bamberg county may perform her part in the; work that is to be undertaken. The period set apart for the campaign is May 20tb to 27th, and for the purpose of making clear the full j purpose of the campaign I quote the ] language of President Woodrow Wilson in his proclamation issued a few days ago, which is as follows: "Inasmuch as the war fund of 1917 so generously contributed to the Red Cross for the administration j of relief at home and abroad has been j practically exhausted by appropria tions for the welfare of our military' and naval forces and those dependent on them, and for the yet more urgent necessities of our allies, both military and civilian, who have long borne the brunt of the war; and in asmuch as the year of our participation in the war has brought an un- I precedented demand upon the patriot- j ism and liberality of our people and! has made evident the necessity of j concentrating the work of relief in one main organization which can respond effectively and universally to the needs of humanity under stress of war; and inasmuch as during this j war the closer and closer cooperation i +>10 Po/1 Crnce n'ith nnr nwri ftr- ' VI tuv VI ? 1VU V v? A V > M VHA I my and navy, with the governments' of our allies and with foreign relief! organizations has resulted in the discovery of new opportunities for helpfulness under conditions which translate opportunity into duty; and inasmuch as the Red Cross war council and the Red Cross commissioners in Europe have faithfully and economi- < cally administered the people's trust; now, therefore, by virtue of my authority as president of the United States and president of the Red Cross I, Woodrow Wilson, do hereby proclaim the week beginning May 20, 1918, "Red Cross Week," during which the people of the United States ; will be called upon again to give generously to the continuation of the important work of relieving distress, restoring tne waste 01 war ana assisting in maintaining the morals of our own troops and the troops and people of our allies by this manifestation of effort and sacrifice on the part of those who, though not priviileged to bear arms, are of one spirit, purpose and determination with j our warriors; in witness whereof I : have hereunto set my hand and caus-! ed the seal of the United States to j be affixed. Done in the District of j 3 Columbia on the seventh day of May, anno domini one thousand nine hundred and eighteen, and of the inde pendence of the United States of America one hundred and forty-second." The amount of money the American Red Cross is undertaking to raise at this time is one hundred million dollars. "While the campaign will e be conducted under the management of the Red Cross organization of the county, the appeal is made to the entire citizenry and every person of the county, white or black, rich or poor, will be given an opportunity to subscribe to the fund in such amount as the conditions of life will permit and the dictates of an honest conscience demand, be the amount large or small. I desire to call attention to the fact that at Bamberg ^there Is a colored organization of the Red Cross, and for this reason I have appointed a committee from the colored organization to make a canvas among the colored people of the Bamberg communitiy. In the other communities the matter will be handled with the colored people by the committees named above, with the aid of such colored leaders as the committees may call to their aid. Every community which has not a Red Cross organization is expected to contribute through the nearest chapter or branch within the county, or the one it has heretofore been allied with or assisting. Of the 3,082,949 persons called under the selective-service act, 252,294, or 8.18 per cent, failed to appear for examination, according to a statement issued by the Provost Marshal General. This number, however, included men who had previously enlisted or been commissioned and had failed to notify their boards, some who had died, and many who were transferred to other boards but by mistake had been carried on the books of their local boards?estimated a^ 100,000. Many of the remaining 150,000 were aliens, a number of whom left the country to enlist in their own armies. The statement estimates the number of real "slackers" at not more than 50,000, or an average of less than 10 for each local board.
