New Law Regarding the Duties of Magistrates. Columbia, Feb. 26.?In the magistrate's bill adopted to-day there is ? a provision that all magistrates should file with the clerks of courts a statement of all cases and their disposition, a statement of all costs and fines collected, a detailed statement of all cases compromised. This statement must be sworn to and the oath must further state that all moneyreceived and fines and costs have been paid the county. Unless this sworn statement is filed the treasurer is prohibited from paying the salary for the month. This provision was inserted in free conference. FIEND IS CONVICTED. Negro Who Assaulted White Woman Will be Hanged. ' Darlington, Feb. 27.?Robert Johnson, the negro who committed attempted to assault the little one. Hartsville last December ,was to-day convicted after the jury had remained out about five hours. Tells Senate Why He Opposed the Brownsville Resolution. Rising in the Senate the other day to explain his vote on the Brownsville resolution, Senator Tillman said: "When the Brownsville matter was first brought into the Senate I took the position, I believe alone among the Democrats, that the president was not warranted in his action; that his dismissal of the troops under the conditions and circumstances was cruel and contrary ?o all ideas of justice which 1 had ever read about or thought about. The majority of the Senate then took a contrary position and sustained him. The Senate to-day has reversed and stultified itself and emphatically conHpmnpri his action bv the step which it has just taken, which permits all of these troops to be re-enlisted under certain conditions?guilty and innocent alike. '"My position then was that the president ought not to have dismissed and punished innocent men because some men were guilty. * But my attitude is that somebody shot up Brownsville, and I believe some of the negroes did it, but not more than 25 of them were ever charged with it, while 168 were discharged. Now, to turn the whole bunch back into the army, as they doubtless will be, will be to admit into the service of the United States some men who have committed murder, for there is no doubt in my mind that you will never be able to :5nd out who committed this crime. Therefore, as I did not want innocent men to be kicked out of the army, I do not want any guilty men to get back into the army, and so I voted 'nay' on this proposition."?Washington special to News and Courier. j Prohibitionists Win in Arkansas. J Little Rock. Ark., March 1.?The I Gann bill, providing for statutory | State-wide prohibition, passed the i house by a vote of 52 to 27. So j great was the demonstration and i general confusion which followed ! that the house abandoned any attempt to continue further business and adjourned. The passage of the bill followed the Simpson substitute provision for submission to the people, which was | lost by a vote of 44 to 35. After the passage of the bill Mr. Jackson introduced a bill to prohibit the manufacture or sale of soda water and other soft drinks. The Gann bill provides that liquor may be sold only by druggists for purposes of art, medicinal and similar uses, and that wines may be sold to churches for the sacrament. A spirited contest in the Senate is promised when the bill is taken up by that body.
