This act constituies a virtual coup d'etat and overrides the specific pro- ! visions of the fundamental laws of the j . realm, solemnly proclaimed by his i . majesty on the eve of the convocation j of the first duma, which declare that ; the electoral law could never be chang- i ed without the consent of parliament itself. The breach of the constitution is jus'tified by the great law of necessity, the advisors of the emperor holding ; It impossible under present conditions tc secure a parliament capable of cooperating harmoniously with the 'crown to rescue Russia from anarchy and revolution. . The session of the Council of minis" 4 n 1 ters, at which the decision to dissolve parliament was reached, was a long one. It lasted from 9 o'clock Saturday night until nearly 4 o'clock Sunday morning. The ministers had agreed upon the terms of the ukase, before midnight, however, and a draft of the ukase was taken immediately to Pelerhof, where the emperor afterward affixed his signature. The dissolution of the Russian duma, arising directly out of the refusal of that body to consent to the demand - made upon it by Premier Stolypin that .'It permit the arrest of a number of its members on the charge of conspiring against the s^ate, does not come ' as a surprise. In fact, it had been freely predicted ever since the lower ; .house first me: 011 March 5 of this . /year that its dissolution was only a .^.question of time. ' The history of this duma, like its 'vpredecessors, has been one of almost constant clashes with the government. The deputies were insistent on radiv * . * i'/cal changes, and their persistence in ' this course resulted in what amounts' .. ;,\to a charge by the government that ? the duma was a shelter for conspiracy and treason against the state. Demonstrations among St. Peters'' burg workmen are anticipated later, but the authorities are not alarmed. - They profess to be chiefly apprehensive over the possibility of rioting -- and racial excesses in Odessa and Kiev and other cities where party ieei ing rues high. An outbreak of agrarian disorders in several regions of the ' * empire is also anticipated when the \ peasantry learn of the dissolution, but a spirit of quiet confidence in the < ability of the government to handle the situation prevails in administra . tive circies. A TRIO OF SOLAR SPOTS ' Discovered by Professor of the Wash\ ington Naval Observatory. An enormous group of solar spots was observed Saturday by Professor George H .Peters of the Ignited States naval observatory at Washington with the photo-heliograph. The group at present consists of two large spots connected by a somewhat smaller one. The total length of the group is 82,000 miles, while its breadth is abou: 30,000 miles. It is nearly one-tenth the apparent diameter of the sun and can be easily seen through smoked or colored glass. CANDIDATE FOR CARNEGIE MEDAL . No lives are reported lost, but it is \ stated that many were saved by an unknown man who ran many miles through the country warning the people of the coming flood. ' SALVADOR REPULSES ATTACK. ' Salvador, with a force of regular troops, Wednesday, defeated a ,body of revolutionists of Nicaragua, who, on Tuesday, captured the port of Acatjutla, and who later attempted to move on the Salvadorean capital. A mixed diet makes things a great J deal better all around. One pound of j bread, one-third pound of lean meat, j and one-sixth of a pound of butter j daily would supply almost the exact j ideal proportions. In seventy years, ! 33.000 pounds of meat, and 4,000 j pounds of butter?U2.000 pounds in j all, costing, say, $9,000, says St. Xich- t olas. If a man lived wholly on fish, ho would require eleven pounds a day, or 275.000 pounds in a lifetime?say, a fish 70 feet long by 30 deep by 10 thick. If he lived on rice alone, he would have to eat three pounds a day, or 75,000 pounds in a lifetime? an amount which would furnish him with about 50 per cent, more heat | than he had any use for. By combin- j ing fish and rice, however, as the j Chinese do. in the proportion of *one j pound of the former and two of the latter, he could live very well. The relative cost in this country would be about $30,000 for fish alone, $6,000 for rice alone, and $7,000 for the two i combined. His hardest time, however, would I be when he tried to live on green [ [ vegetables or fruits aidne, avoiding I bread and beans, both of which play such a part in vegetarian bil^s of fare. Of ordinary vegetables, such as beats, cabbages, tomatoes, and the like, he would have to eat twenty pounds daily. Of fruits he would have to eat thirty pounds - daily, and even of poj tatoes fifteen pounds daily. I On the other hand, two pounds of j rye bread, two pounds of potatoes, j and a tastt, of fat, either animal or I vegetable, makes a very cheap, wellj balanced ration, costing only about | $1,500 in a lifetime.
