In explanation of the relation of the State of Iowa toward Gov. Cummin's views on the necessity of adjusting the tariff rates to meet changed conditions, Mr. Wade said the people o? his State were like the fellow who sat on the doorstep of his home one winter morning about 2 o'clock when a policeman came along.
