Washington, ApnllO—The house military committee today reported to the house a substitute for the senate resolution authorizing the war depart ment to sell nitrate of soda at the prevailing market price. Congressman Byrnes, of South Car olina, explained that due to slides in the Panama Canal and the shortage of ships there was a shortage of ni trate of soda. He said the war-de partment had 300,000 tons and 90,000 tons were stored in commercial ware houses at a cost to the government of $1 3,000 a month, so that the sale at this time would not only help the farmers, but would save money to the government by reducing storage charges. He said the war department claims it is necessary to have re serve supply of 300,000 tons for war purposes, hut by the time an addi tional supply is purchased the gov- •mment will have its own warehouae /aciiitics available.
