The inter state commission under this legisla tion will he a tribunal of much more Importance than it was before the war. It is to be the agency through which the government is to supervise the operation of the roads. It is also to he the rate-fixing agency. Under the legislation there will he no compul sory consolidation of .the roads into a limited number of systems, hut per missive consolidation.
