Continued from first page. as much as 25 per cent, of the stock of the local dispenaary, while suffi cient goods, salable and in demand, were net supplied. A comparison of the purchases, as well as of the stock on hand, will show purchases and stock many times greater than the reasonable requirements and needs of the dispensary. “7. Covering a period of six months or more, liquors and bottles contain ing less than one-half pints were sup plied by the boartf to local dispen saries for sale and were sold. The fact that these packages contained less than one-half pint was promi nently advertised on the labels on the bottles. “8. Drinking of intoxicants in the dispensary at Wiiliston has been un restricted; it was of common occur rence, not prevented or otherwise in terfered with by the board, which had charge and supervision thereof and power in its discretion to remove the dispenser. "9. Liquors were generally offered for sale which hsd not been subjected to chemical analysis. This failure no doubt created the necessity of some worthless liquors being thrown away,, but not until portions thereof had baen sold to the public under the law as guarantee of purity. It may not be amiss to say that there is lit tle comfort to the person who has bought and consumed a portion of sucb Uquors to be told that the coun ty haa lost nothing; that the money paid by the county for such worth less and impure liquors has been re covered. In this connection the evi dence shows that bottles containing a liquid compound was bought by the board and sold through the dispen saries, which wts by the labels there of advertised as a cure or remedy for ▼anbus no charge against the board paMht medicines, I con- only as a liquor whkfe has not been analyzed. Charga Not Suitainad. “lO. In justice to all concerned, I feel that I should state that the charges of habitual drunknness and excessive use of intoxicants by cer tain members of the board and others connected with the dispensary have not been sustained by the evidence. I did not allow these charges to be withdrawn, because they were form ally and publicly made, therefore, in my judgement should be formally and publicly disposed of, in accordance with the evidence. Under all the cir cumstances, it is thought better and fairer to declare the evidence insuf ficient in this respect than to have the charges made and withdrawn and thereby leave such a serious matter open to further question. "In view of the above facts which are found to be fully sustained by the evidence, I feel it my duty to re move from office the present mem bers of the county dispensary board for Barnwell county. "It is therefore ordered: "That the said B. F. Peeples and S. A. Wise and V. S. Owens, be, and they and each of them are removed from office of county dispensary board of Bartiwell county and the said office is hereby declared vacant. "Let the sheriff of Barnwell county forthwith serve upon each of the re spondents herein copy of this order.” At the first hearing before the Gov ernor in this case Messrs. C. C. Simms, C. A. Best and J. 0. Patterson, of Barn well, and C. E. Sawyer, of Aiken, ap peared as attorneys for the board. All of these, with the exception of Mr. Patterson, were present at the second hearing. Messrs. S. G. Mayfield, of Denmark, and Thos. M. Boulware, of Barnwell, appeared as attorneys in opposition to the board. Former Attor ney General J.
