Because in the very words of this ma jority report the election in these Htate was an explicit and offensive vio lation of the understanding (referring to tbe fourteenth and fifteenth amend ments) by which they were admitted aa states. Only this week, at the other ead of this building, has this new Re publican gospel of reconstruction been proclaimed.
