8TEi'HKNs’ HISTORY.
Now that the free coinage of silvftr
is the one engrossing Imauc in naiinnal
politics the following letter from
Alexander H. Stephens, ‘ tbe great
commoner,” of Georgia, will be found
both interesting and instructive:
Mr. H. D. Banow*, Lo* Angeles. Cal:
My dear rtl r Yotir letter of the 14th
instant with enclosed slip* wa* re-,
oolved this evening. Allow me to
thank you for It. The subject is one of
.the gravest that now occupies tlie at-'

made tbe only standard of value in this
country. That was a great error aud
was attended with infinite mischief In
tli* L uked state*.
In 17k2 Mr. Hamilton and tlie pat
riotic statesmen of that day recognised
In our coinage the bimetallic system of
money; that is, lie and they recognised
silver as money a« well as gold at the
ratio of about sixteen parts of silvers*
eipilvalent to oae of gold. Under this
regulation snd coinage we were pro*-

prived ol its debt*-pay lug (Htwer as an
equivalent to gold at the ratio staled,
sliver In the markets of the world wa*
at a premium over gold. It Is useless
to go Into iBisoas wuy this change was
adopted In our system or by wbal un

policy of this country is to re tarn to
the system of our father*. If the gov.

Home time ago two noted turfmen,
Phil Dwyer and David Gideon, quar
reled at ’the Sheepshesd race track.
Rough language was used/ Gideon
brought *uit agaJo»t Dwyer to recover
$50,(KMi for alleged slander. The jury
gave Gideon a verdict for 115,MM. a
motion was made before Justice Pryor
of the New York Hupreme Court for a
new trial on the side ground that
Dwyer had 1 received bad advice
from his lawyer. On the motion
Dwyer alleged for the first time that he
had not s|H>ken the alleged slanderous
word*, which were that Gideon was no
s|»ort*t|isn and bad been ruled off the
track in Nashville. Two men present
at the quarrel made affidavit that
Dwyer did not use the words imputed
to him. Originally Dwyer demurred
to the complaint, alleging that the
words were not IH>cUotia, and when the
derision ws* made against him he ap-
inraled to the General Term which af

1 haven't time to sav more to you
now, 1 will barelv add that, the present
depreciation of the silver bullion and
of the silver dollar arise* from the deg
radation of silver by act of Congress
in IbTll. Let Congress declare, us it
ought to, that 412'j grain* of standard
silver i* ami shall be equivalent to
lib 8-10 grains of gold in iu purchasing
and debt-paying power, anti Instantly
silver will be on a par, if not nbovc par,
compared with gold.
To increase the equality of silver in
the present dollar of 4124 grains up to
180 giainsTbTnitke it equivalent to the
present current value of 25 8-10 grains
of gold would be a great wrong to the
laboring masses in the Union t hose
taxe* luve to meet tbe public debt; the
holder* of the public debt at the time
they received the bonds received them
under the express stipulation that they
were to be paid in United htates coin,
gold or silver, at its then standard
value, and all that is wanting to make
gold and silver equal, make 112} grain*
of silver equal* in the market* of the
world* to 25 8-lo gold, is for Congress
to put silver back on the liat of moneys
of tbe United State* as it w as in 1873.
I have 'lately made a report to the
Hivusv of Representative* upon our
coinage, in which I urge not only the
toration of silver to it* debt paying
power, but a’so the adoption of metric
coinage applicable alike to gold and
silver, l will send you a copy of this
