That from the date hereof it shall be unlawful for the tenant, owner or agent of the owner, or any person hav ing in charge any lot or building, as tlie case may lie, within said town, to permit any gates to lie so hung or to remain so hung (if already erected) as when open^ said gates shall reach over tlie sidewalk^ or into tlie street, or over or into any part thereof; or to permit any fence or part of fence of his premises to lean over or in any way obstruct or intrude upon the sidewalks or streets; or to construct or to cause or permit to lie constructed, or (if-noxv so constructed) to permit to' so remain, any steps, platforms or any structure of whatever kind upon the sidewalks or streets or any part thereof. II.
