Southern Bell’s rates in South Caro lina are not suflficient to meet today’s costs and assure t.his Company’s ability ta rqpder good telephone serv ice. The application *flled with the South Carolina Public Service Com mission asks for only such rates as t are required to meet South Carolina’s needs for service. Today’s telephone rates are the emergency rates applied for in the *. Fall of 1946 and authorized as tem porary rates by the Public Service Commission early last year. These rates were guested oifly^aa i stop- ’ gap* to partly offset tremendous in- ■creases’in the costs of supplying you service. They were not expected to meet all the increased costs and pro vide for the full needs forWood and dependable service in this S&te.- Earnings under the emergency rates have been further lowered by continued cost increases which have occurred since 1946, and are now only 2.6% on the millions of dollars in vested in &>uth Carolina telephone facilities. . . Since January 1, 1946, we have eonstrufcted 616,500,000 of new facili ties in South Carolina. We are now engaged in construction work which will gmount to $9,000,000 in 1948. And requirements for new facilities in each of the next several years will also be very heavy. This work not only is in the interest of good tele phone service but means job oppor tunities and payrolls important to the prosperity of South Carolina. The new rates will still be low in comparison with the heavy increases in our costs of rendering you service. They will be low in comparison with the in creases in costs of the other items you buy. While manufacturers, farm ers and business generally have re-priced their products as costs increased, the Telephone Company as a regulated utility has tried to render service in South Carolina at rates either only slightly higher or actually teas than those in effect in the 1960s. Higher telephone rates are required to-give good an4 improved service. Rates that are less than sufficient can result only in poor service. The people of the State want good tele phone service and that is what we want to furnish. - "W i .
