New town Survey Causes Up^et
MANV WHO THOUGHT THEY WERE
KERSHAW CITIZENS WERE NOT
It seems from an article in the Kershaw News-Era
last week that many Kershaw people who have been pay
ing city taxes and getting city seiwice under the beliefs of
both the city auhoriies and he residents that they were citi
zens of the town were notcitizens after all, a new engineer
ing survey of the town having revealed that their homes
were outside of the city'limits.
The story as told by the Kershaw paper follows: '
THE CAMDIN CMHONlCLt, CAMBKW, SOOTH CAWOLIMA^^IUDAY^^gltmjSjS,
“Numbers of erstwhile Ker
shaw residents learned this
week that an April Fool's prank
of considerable magnitude had
been played on them, when re
sults of a town survey reveal
ed that large slices of what had
for years.. been considered
town territory actually lay out
side the town's limits.
“The survey was completed
as part of a plan for replace
ment of the official map of the
town destroyed with other valu
able documents in a fire sev-
Feral years dgo.
“Residents hnd officials here
have for years proceeded un
der the assumption that the
town's corporate limits were in
the form of a square, and taxes
^nd municipal services have
been determined on that basis.
"The surveyors, however,
found that copies of the drigi-
nal town plat on file in state
offices in Columbia designate
the limits as a radius of one
half mile drawn from a center
at the old railroad pas-senger
station. No changes of the
oroginaily designated limits
have been discovered, and it is
■ assumed that the original lim-
/its stlnd.
r “Major .effect of tfce ' din-
covery is that large nnmbers
of residents in the excluded
sections technically are reoelT-
ing services and paying as resi
dents of the town, as they have
done, for many years.
“A meeting of. the town’s
council will be hefd Monday
night to consider steps to be
taken with regards to the high-
- Jy nnusnal situation.
“The town’s goy;emlng body
also is taking bids for installa
tion of another w^l for the
town's water supply. This well
would supply water to the
growing number of residences
calling on the municipal utility
for water.
''Pipe has been laid through
the area known aa the Welsh
property to provide water tp
residence recently constructed
in that area. Weather permit
ting. tests will be made Friday
on the lines.’’

Will Camden Go Foraard?
The adoption of the City Manager form of government in the elecr
%
tion on next Tuesday would be one of the most progressive steps that
Camden has ever taken. It would be convincing pi‘oof to people every
where that Camden Expects To Go Forward. It would effectively answ®-
outsiders who think that the city does not want to go ahead.

DON’T BE MISLED BY ANY L.4ST MINUTE REP(«TS
ABOUT HOW THE PLAN OPERATES.
There is nothing magic or mysterious about the city manager plan.
City Council just elects a nmn to act as general manager of the city and
he must either make good on the job or be replaced, just as the general
manager of any other corporation.
