The bill creating a state diorso
racing commission and establish
ing a pari-mutuel system which has
so tar progressed favorably with
the lawmakers at Columbia, haa
naturally evoked mnch dtocuaston
in Camden, one of the leading horse
race centers in the Palmetto
atats.
• Facts in regard to the bill are
being eagerly sought, as press re
ports of the measure have been
somewhat' meager.
The bill was bronght up for dis
cussion before t^e house when its
author, J. Ralph Ossque of Marlon
asked It be made a special order
for the day. Thia was a sudden sur
prise mova and more surprisingly
there was little If any objection to
It. Thia moved the bill from its
designated place on the calendar
and it was ready for immediate ac-
tioa
The bill seta up a three-man
horse-racing commission whose ex
penses would be paid out of the
pari-mutuel system they regulate.
Before a race track could be
operated In any township the bill
provides that an slsction must be
held to determine whether, or not
the residents of the partlculsr
township wish it to be located
there. The expense of such an elec
tion would be paid by the person
or corporation which proposed to
construct such a track.
Within the enclosure of any race
track licensed under the provision
of the bill, the sals of parti-mutusll
pools would be anthorised. The
sale of such pools would not bs
legal outside of the race track]
grounds. Parl-mutnel operators
would receive 17 per cent of tbs
amonnt paid in. of which 6 per cent
would go to the state and 8 per
cent would be deposited In tbs
gsnsral fond of ths county In
which the races take place.
Tbs rsmalndsr of the pool wonld
bs distributsd among those piecing
their bets on the race. The bill
slso provides that any pns in
flusncing a raes would to subject
to s fins op to 110,000 ek a prison
term up to ton yssu’s. No minors
would to permitted to attend the
