Crenshaw, Stoneboro, Heath Springs, Oak Ridge (Pleasant Hill), Flint Ridge. Pleasant Plains, Kershaw. Hallo Gold Mines, Flat Creek. Midway, Churlosboro, White Bluff, Taxahaw, Bethel Kershaw County Districts, Carjolly (Mt. Plsgahl. (Jates Ford. Providence. Hanging Rock, Oak Ridge, Neds Creek, Kershaw, Westville, Three C's, Thornhlll, Flat Rock. Stoneboro and Botihel J. R. Burns acted In the capacity of chairman in setting up the Board at the request of the City Council, the Staff of Civilian Defense, and the Lions club. It was felt by these groups that the people of this territory could be better served by having a Hoard nearer. Both Lancaster nnd Camden Boards wero very co-operative In helping to sot hp this Board. The Board chairmen and different Board panels solicit the Indulgence and co-operation of the people In their territory and uro doing their best to servo In a fair and Just manner. They receive no puy for these services and are working for your country and their country, as rationing Is definitely a part of the war effort. AN ORDINANCE To Require the Payment of License on Business, Occupations and Professions in tlM City of Camden, 8. C., for the year from May 1, 1943, to May 1, 1944, it ordulned by the Mayor and Councilman of the City of Camden, in Council assembled and by thy authority of thy Maine. Section 1. Kvery poreon, firm, company or corporation. engaged on May 1, 11)43, in any calling, bu8lnes?, profession or occupation In whole or in part within the City of Camden, mm may be hereinafter specified, shall obI tain during thy month of May, 1943, a license therefor in the manner hereinafter prescribed. Kvery person, firm, company or corporation commencing business in said city pn or before the first day of Mayt 1943, ijhall In Jlke manner obtain a license therefor before entering upon such calling, bus inoss, profession, or occupation as hereinafter specified. Section 2. Kvery person, firm, company or corporation engaged in or intending to engage In any calling, business. profession or occupation for which a license is required, whall apply to the Clerk and Treasurer of the ( ity of Camden for the same?by [ whom all such licenses shall be isi sued, and shull at the time <|f applying. make and sign a written statement under oath, and file It with the said Clerk and Treasurer, setting forth: First, his or her or Its name or style, the name of the persons constituting such firm or company. Second. the caJling, business, profession or occupation fou- which license is isquired. Third, t'hC place where such (ailing, business, profession or occupation Is to be carried on; the umount of capital invested or the gross annual income. Parties In business on the first of May, shall make such application for new license and file such written statement before "May 21st. Section 3. A penalty of fifteen per cent, shall be added to all licenses which are not paid during the month of May, 1943, except such as may become due after that time. Provided, however, that immediate payment may be required in each and every case at the discretion of the said Clerk and Treasurer, and the foregoing provision shall In no wise stay or hinder action to enforce Immediate payment; J which tax and penalty shall be recov| ered In the manner hereinafter prescribed. and If any person, firm, company or corporation required so to do by the terms of this ordinance shall refuse or neglect to make out and deliver to the Clerk and Treasurier of the City of Camden, on or before the time herein required, the statement provided for by Section 2 of this ordinance, or shall make a false statement, or Hhall refuse to take and subscribe an outh or affirmation as to the truth of such statement. or any part thereof; or from any cause shall fail to take out such llgense as may he required by this ordinance, the said Clerk and Treasurer shall report the case to the Mayor, who shall proceed to ascertain as nearly as possible, the business of such person, firm, company, or corporation. for which he. she or it may be liable to a license tax therefor, and in case of deiault for the purpose of such Investigation, the said Clerk and Treasurer shall notify the person, firms, companies, or corporation in default to appear before the Mayor at Ills office?at a time stated in said notice, and also such witnesses as the! Mayor may desire to examine. The' witnesses called as aforesaid shall be ' examined by the Mayor, under oath or affirmation, touching the nature of the business of such party, and every-1 'hing which may evince the amount of license tax for which such partv shall ho liable. From the informatoin thus acquired the Mayor shall find and assess the amount of license tax due by such i party whether lie. she or it attended j the in\est icat ion or not. and shall4 add thereto a penalty ol fifteen perl ii tit theieof, and should suc-h license' tax and penalty be not paid within! In Htttd State and the said! chief of police or sheriff shall pro- j ceed to collect tho said license tqx\ and penalty, hy levy and h?1o of reul or personal property, as now provided hy law feu* the collection of taxes, to Kdher with an additional five per cent of the whole amount, which shall he the sheriff's or chief of polices compensation for making such collection, In addition to one dollar for making such levy, which shall be paid hy delinquent without entry or mileage fees; provided, however, that any person or corporation shall have the right Of appeal to t.ho City Council of Camden (notice of such appeal having been given to the Clerk and Treasurer within five days from-the time of which such assessment of license and penalty shall have been made) and upon hearing such appeal, the said Council ahall make such order therein as It shall deem Just and propter; ami provided further, that In lieu of tiie remedy above set forth to enforce payment an action or actions may bo brought in any court of competent Jurisdiction for the recovery of such license tax and penalties. And provided further, that any l-erHon. firm, company or corporation who shall carry on, or attempt to carry on any calling, business, profession or occupation without a license as herein required, or who shall neglect or refuse to give the Information required or to answer such question as may be required or who shall fall to attend ?beforo the Mayor to be examined by him when so required, as provided In Section 2 and 3 of this ordinance may be deemed guilty of a vio latiou thereof before the Municipal Court and m.ay he fined not more "limit One Hundred I>ollur8, or to be Imprisoned not exceeding thirty days. All llce'nses granted under this ordinance shall be posted In a consplclous place, except In case of vehicles for hire, which vehicles shall have placed upon them metal badges with the number of badges and the license year marked thereon, such badges to be furnished by the Clerk and Treasurer upon payment of the license tax. Failure to dlspaly suoh badges will Bubject the persons owning or using the same to a penalty of not more than Five Dollars of Imprisonment not exceeding ten days. The license granted under this ordinance shall at all times be subject to inspection by any officers ftf the City of Camden and no calling, business, profession or occupation shall be carried on elsewhere than the place named in this license therefor. unless authority be granted by the Clerk and Treasurer, which authority shall be endorsed on the license. Section 5. All licenses granted under this ordinance shall continue In force until the first day of May A. D.. lit 11. except such as are written for a shorter period, as may hereinafter be provided. The City Council reserves the right to revoke any license for any cause which to them may seem to he just.
