The bill was finally paaaed on Thursday and provides, among other things: A schedule of taxes on net Incomes of Individuals. Taxes corporations with net lucomcs up to 126.000 at a rate of 11 1-1 to 16 per cent. They would pay no undistributed profits' tax. Taxes moat larger firms at a 20 per cent rate. Credits granted for disbursements of proflta would bring the rate down to 16 per cent. Modifies the Capital Tax to levy maximum rate of 16 to 39.2 per cent on long-term gains and permits gains to be offset by losses. The house struck from the bill a provision presented by the Ways and Means committee to Impose a 20 per cent surtax on closely hold corpoiatlons which are above the $- 5,000 income mark and a majority of whose stock Is owned by tt single Individual or by no more than ten persons. This provision went out on the belief tiiat it would penalize the type of corporation that liaB done most to build up legitimate business in this country, and would have given a distinct advantage to the widely held corporation over the closely held corpoiution. Cast year 33,601 rural routes length 1,377,088 miles, served 6,985,000 families at a cost of $91,782,876. 570 'consolidations last year ffffVOd the country $648,412.13, or more than $1,000 for each consolidation. These figures reveal that in eight years 10,687 rural routes were absorbed by consolidation. The government is still pursuing the policy of consolidation whenever possible, when a rural carrier vacancy occurs by reason of death, retirement or resignation ConsolldatlojitL-are feastb!e__bgi. cause of present day automobiles and better roads. The above facts and figures explain why there has been many rural route consolidations recently in the Fifth South Carolina Congressional district. A recent book by Dr. Webb, of the University of Texas, discloses that the north, representing an area of nineteen small states has tremendous wealth and privilege advantages over the south and west, representing twenty-nine large states and 80 per, cent of the area. It is disclosed In1 this book that the north has received] enormous advantages the past hun-i dred years through the protective tariff and that seven billion dollars were J paid to the north by the south and west as pension money after the Confederate war. These advantages, protective tariff and pensions, together with patent rights have greatly enriched tlie north. Two hundred corporations own 25 per cent of the national wealth and over 5s per cent of the entire corporate wealth of the nation; 18" of these corporations are in the north, nine In the south, and eleven In the west. If P?0 corporations should own the same numb- r of retail stores that one corporation now owns, all the retail stores in America from peanut stands to automobiles would be owned by these one hundred corporations operating from Wall street If two hundred corporations owned the same amount of wealth that one corporation now owns, all the wealth of the nation would be owned by these two hundred corporations.
