IiyrOes for i advocating a constitutional amendS ment as ti means of reviving NKA. j Stoney termed the proposed amend. ment to give congress the power to ! legislate on all phases of interstate commerce "ton times worse than the eighteenth amendment" and deplored the departure of the Democratic, purty from its traditional insistence upon, a low tariff. e "The south," ho said, "had reason to believe in 1932 that we would get some relief from high tariff which hns built up the great Industry least at our expense.
