Richards Asking A Relief Probe Washington, Match 0. - ( ongrehHfrmr: .J J'. ldchard.s, fifth South Caro lina dmtriet, conferred with Harry Hopkins, federal relief adminiatta tor, on the subject of complaints on alleged favoritism and unfairness in purchasing supplies, livestock ami equipment for relief in South Carolina. Mr. Richards complained tliat the state relief administration, in citing- one specific- instance, awarded an entire contract to oidy one fertilizer company. He advanced the belief tlvat in fairness to the counties, nuppliee srhould be purchased in the district where distribution is made and that strict adherence to the codes should be required in bidding for government business. Mr. Richards insisted too much latitude is allowed the relief purchasing ugent in South Carolina and asked the federal relief administrator to investigate the complaints.
