"mandate of the people" who elected
him. Such talk -marks with politics

he made over the state when a candidate.
No charges as yet have been
brought against the commission except
one of political prejudice. The
governor wants to get rid of the
present commission and put in one
of hi.-, own picking he can dominate.
That's politics.
When this administration measure

a sharp and unexpected reverse, a
majority unfavorable report being returned
by the committee. Then later
the tnea-ure, branded as the Johnston
bill, got to the floor of the lowei

took a vulnerable attitude when he
added this threat, "you may rest assured

year," the inference being that he
will attempt to dictate and elect a
legislature that will serve as a rubber
stamp, signing on the "dotted
line," an exhibit similar to that we
see being enacted daily at Washington
by the large majority of our national
representatives.
This sounds like small, cheap politics,
a brand not unknown, however,
in this state, and one to which the
l>eople have become accustomed in
recent years. The attitude as expressed
by the governor will not get
the state anywhere, will maice no
contribution to progress or help solve
the many perplexing issues now confronting
the people. This highway
is.->ue has been greatly exaggerated.
There are greater dangers confronting
the state than this question, and
all of the effort to create excitement
and political prejudice is of secondary
importance. Can't vvn have a
cessation from personal politics in
this state? Such tactics continued
can only be interpreted as an obsession
on the part of the governor and
is bound to prove destructive of public

Iiural Police Force
For Kershaw County
The Kern-haw delegation lias introduced
a local bill in the house
which calls for four rural policemen
for Kershaw county. The bill will
be effective immediately upon its
passage, and it is expected the new
force will be in operation after the
first of April. The text of the bill
is as follows:
"That the said four patrol officers
shall be selected one each from certain
Townships in said county, as
1 now exists in thfe election of the
County Board of Directors, and the
said four townships in Kershaw county
us is now established for the county
government townships shall also
be known as the rural police district.
That each of said patrol officers so
' appointed shall be able-bodied men
of good habits, of known courage,
coolness and discretion, and who are
not addicted to the use of alcoholic
liquors or drugs, and who shall hold
their office for one year from the
date of their appointment, subject to
removal by the sheriff of said county.
"The sheriff of Kejrshaw county
shall have direction and control of
said patrol officers to the township
in which he shall work each month;
and he shall meet with them at least
once a week to confer and advise with
them and see that they ate alert and!
informed as to their duties and are'
enforcing the laws throughout thej
county. Said patrol officers shall1
make a weekly report to the sheriff
of their work, and the sheriff shall,
twice a year, report to the grand
jury on the activities of said -police
system; a copy of each report shall
be filed with the board of directors
to be kept on file for public inspection.
The said patrol officers shall
i work together and cooperate with
t the sheriff of Kershaw county in
suppression of crime: Provided, how-'
ever, that the jurisdiction of all said'
- officers to make arrests for the vio- ;
lation of the criminal laws of this
state committed in Kershaw county
shall extend over the entire county, t
"That it shall be the duty of said
| patrol officers under the general dij
red ion and control of the Sheriff to i
t patrol the entire county, especially-'
[the rural districts, and to prevent
; it- detect an-i prosecute all violations
of the criminal law, making arrests
j 'or any suspected crime, whether upon
view or immediate information or!

every means to prevent or detect, airest
and prosecute for breach of the
peace, drunkenness, obscene or profane
language, or (boisterous conduct,
or the discharge of firearms on the
public highway or at any public place
or gathering, carrying weapons contrary
to law, hunting, fishing, or otherwise
trespassing on lands without
the permission of the owner or manager
thereof, gambling, vagrancy or
setting out fires, cruelty to animals
or children, violating of the child labor
laws, as well as any and all violations
of the criminal law.
"That each of said patrol officers
shall be paid an annual salary of
fifteen hundred dollars, payable
monthly. That each of such patrolman
shall provide himself with a policeman's
billet, a badge and such
firearms as will be prescribed and
approved by the sheriff.
"That each of said patrol officers,
before receiving his commission,
shall, in addition to the oath now prescribed,
take and subscribe to the
following oath and affirmation, to
wit: "I do further solemnly swear,
or affirm, that during my term of
office as patrolman I will study the
act creating my office and prescribing
my duties, and will endeavor to
inform myself of the criminal laws
of this state, both statutory and common
law, ami will be alert and vigilant
to enforce same, and to detect
and bring to punishment every violation
of the same within my county,
and will conduct myself at all times
with due consideration to all persons,
and will not impose upon the weak!
and ignorant." That a copy of said j
act and oath of office, in a conven-!
ient pocket pamphlet, shall be furn- '
ished by the sheriff to each patrol- |
man in the county. I
