Davia, Southern Railway car inspector, who waa fatally wounded by a blow with a mechanic's ham?u>r on the night of July 1. A warrant charging Abercrombie witb murder waa read to him by Sheriff Cliff Bramlett. The defendant denied any knowledge of the killing and claimed that he waa at his honu on the night of July 1. Twenty-six members of the crew of the Kerry steamer Mayon are reported lost as the result of the sinking of the ship by a typhoon last Monday in lUngay gulf, off the island of Luzon, the Phillipines. Richards following the filing of a report with him by a committee he appointed to make a survey in an appeal to assist the stricken area. The committee, composed of Lowndes Browning, of Union county; Frank McCluny of Cherokee county, and C, B. Owings of Laurens county, be at least $200,000, It is yecomi estimated the damage to crops "to mended that the governor issue this appeal. "It is estimated that a relief fund of at least $35,000 will be required to partially relieve the storm sufferers/'-the committee set forth in its report. Two hundj?ed or more families need the assistance, the committee estimated. In the governor's appeal he pointed out "the purpose is one of rehabilitation so that the farmers of the storm swept area may not suffer unduly and that they may be enabled at once to start the planting of grain | and fail vegetables for the feeding of their families and livestock during the coming winter." He requested that contributions be sent to A. M. Oheritzhfrry, treasurer, Spartanburg. Stabs Man To Death Ardmore, Ala., Sept. 4.?Eugene Poff, 60-year-old restaurant operator today told Limestone county authorities that he stabbed Harry Hunter, 25-year-old merchant to death last night when he found Hunter holding a tryst with Mrs. Poff. He said he suspected illicit relations between Hunter and his 52-year-old wife and that he followed her to Hunter's store shortly after sundown yesterday. He said he kicked open the back door and found bis wife in Hunter's embrace. He then related that he attacked Hunter, slashing him ip. the face with a knife and dragging his body to a ditch where he stabbed him in the heart. 7 " Home For Old People Is Built. Sparta, Ga., Sept. 7.?The negroes of Hancock county who are members J of the Hancock Missionary Baptist Association are planning a unique home for old people. It probably will be the only institution of its kind in .the south. These negroes have been working on the project for over ten years and now the dream is almo&t fulfilled. They bought eighty-fivfc acres of good land in the southern section of the cotfnty, near Linton, as the first step, paid for it a year or so ago. They started thei^ to get a building on the land. This building now has been erected and is practically completed. It consists of six large rooms with hall between them and a large dining room which will accommodate all of the inmates at one time. This building will house from twenty to twentyfive old people and each one of them, who is able to work, will be allowed n small tract of land for gardens, etc. After this house is filled they hope to gradually erect more buildings as needed. The association will furnish food and care for the old negroes as long as they live. Their enterprise has been commended warmly by white people of this section, and is no doubt a worthy and much needed institution. The Missionary Baptist Association covers Hancock, Washington, Baldwin, and Laurens counties with several churches in dach county. D. A. Gaston, Jr., of Aiken, has been appointed secretary of the ways and means committee of the general assembly to succeed James M. Smith, resigned, according to announcement of Chairman McCaslan of the committee. In an address at Greenville Saturday night to cotton mill operatives, George Saul, of Denver, Col., organizer for the International Laljpr Defense, is quoted as saying, "Our fight with the capitalists is not one with guns at this stage of the game." Close to 1,000 bales of cotton were sold on the Orangeburg market during last week, at prices ranging from 18.25 to 18.75 cents per pound. Wayfarer* along Highway No. 69 us it winds its way among the mountains of Mfadiaon and Yancey counties were astounded the other afternoon by the sight of :i large elephant, plodding steadily down the highway toward Burnsvilie. The elephant was not alone, for riding serenely on its head, unmindful of the incongruity of hia aitua tlon, was a freckle-faced lad, acting as mahout. A number of wrecks were narrowly avoided as astounded motoristrounded curves in the mountain road to gasp with astonishment, at finding the road occupied by the beast. News of the pachyderm had evidently preceded it for mountain children, agowith excitement, lined the road, war ing in groups. AN ORDINANCE To Raise Supplies For The City . <>' Camden, S. C., for the Year 1929. Be it ordained by the Mayor and Aldermen of the City of Camden, S.C . and by authority of the same, that the following .taxes be, and the same are hereby levied, for the current year from the first of January, 1929, to the 31st day of December, 1929, both inclusive Section One. A tax of thirty (30 ( mills on each and every dollar of real and personal property within the corporate limits of the City of Camden, S. C., from the first day of January, 1929. , , Section Two. That all able-bodied male persons between the ages of twenty-one and fifty years, residing within the corporate limits of the City of Camden, S. C., not exempt from road duty under the laws of the State shall work the streets, way and all parks and public places under the direction of the Street Commissioner or other ns may be appointed, for such space of time, not exceeding six (6) days in one year; Providing, that aC the time of receiving such notice any person, may pay to the said City of Camden, S. C., three ($3.00) dollars, commutation tax, which shall be received in lieu of the work and that person refusing to work, as aforesaid, on said streets or public places or to pay said commutation tax shall, on conviction before the Recorder of the City of Camden, S. C., be fined not less than ten ($10.00) dollars nor more than fifty ($50.00) dollars, or be imprisoned not less than ten days nor more than twenty days, and such imprisonment, may, at the discretion of the Recorder of the City of Cam " . .1.. den, be accompanied witli the addiUonul requirement gf hard labor upon the street* or public places of the ?>aid City of Camden. Section Four. That when the taxes and assessments or any portion thereof charged Mgainat any property or party on the duplicate for the current fiscal yeai, shall not be paid on or before the fifteenth day of October, 1929, the City Clerk and Treasurer shall proceed to add a penulty of one per cent on the City duplicate, and the ( ity Clerk and Treasurer shall I collect the same; and if the said taxes , and assessments and penalties ure not paid on or before the fifteenth day ' "f November thereafter an additional penalty of one per cent shall be added by the City Clerk and Treasuici on the suid duplicate and collected by the said City Clerk and licasurer. Section Five. Under and by virtue of said warrant or execution the t hief of Police shall seize and take exclusive possession of so much of the defaulting taxpayer's estate, real or personal, or both as may be necessary to raise the sum of money named therein, and said charges theron; and, after due advertisement, sell the same before the Court House door^ in the City of Camden, County of Kershaw, on a regular sales day, and within the usual hours for public sales, fqr cash, give to the purchaser (upon hi? complying" with the terms of the sale) a receipt for the purchase money, but not make title to the purchaser until the expiration of twelve (12) months from the day of sale, if the property sold be not redeemed as hereinafter provided, and annex said receipt to the duplicate warrant with the endorsement thereon of his action thereunder and shall, after deducting from the proceeds of sale the cost' and expenses of said sale, pay over to the City Clerk and Treasurer the taxes, the charges and penalties due and incurr I " " "" . ' "" I ed by said defaulting taxpayer; and upon written notice given, or information ascertained from the records, of any mortgage or other lien on said premises so sold for taxes, shall hold the excess, if any, until authorised and directed by proper judicial authority us to mode of disposition, or by written consent of the defaulting taxpayeV that the said excess be paid over to mortgage or lien creditor, and according to priority if more than one IMtOVIIXTCI), that the owner or grantee or any mortgage creditor may within twelve months from date of such sale redeem such property by paying to the Chief of Police the tuxes, cost, penalties and expenses of said sale, together with eight peri cent interest on the whole amount of the purchase price of said land so sold, and thereupon the Chief of Police shall pay buck and refund to the : said purchaser the amount paid on his hid, with interest as above stated, and the bid by the said purchaseshall be then cancelled and revoked, the owitc-r of grantee remaining in possession of his said land; Provided I further, that upon failure of default-] ; ing taxpayer or other party interested to redeem said land so sold for taxes within twelve months as stated, the Chief of Police shall make title to the purchaser and put the purchaser in possession of the property sold and conveyed; Provided further, that in case of threatened waste or 1 damage to the premises by the owner or any other party, during the twelve month-, allowed for redemption, the pure ha er at said tux sale shall have the right to apply to the Court of Common l'leas or a Judge thereof for injunction against such waste and for a receiver to take charge of the property until the end of twelve months for redemption unless sooner redeemed; Provided further, when any real estate is sold for taxes in the said City of Camden, it shall be the duty of the Chief of Police of1 the said City of Camden, before delivering title to such real estate to the purchaser at such sale, to give not less than thirty days notice to any mortgagee or assignee of any mortgage appearing of record as interested in such real estate of such sale in order that such said real estate, as provided by law for the owner thereof.
