Secfion 1. Every person, firm, company, or corporation, engaged on! May 1, 1928, in any celling, business, profession or occupation in whole or in part w|thin the city of tfcmden, as may be hereinafter specified, sha.l obtain during the month of May, 1928, a license therefor in the manner hereinafter prescribed. Every person, Arm, company or corporation commencing business In said city on or before the first day of May, JU2H, shall in like manner obtnin a license therefor before entering upon such calling, business, profession or occupation as hereinafter specified. Section 2. Jhr#ry person, firm, company or corporation engaged in or intending to engage in any calling, business, profession or occupation for which a license Is required, shall apply to the.. The calling, business, profession or occupation for which license is, required. Third, the place Where such calling, business, professdjwWl or occupation is to be carried - On; the amount of capital invested, or the gross annual income. Parties in business on the first of May, shall make such application for new license and ftle such written statement before May 21st. Section 3. A penalty of fifteen per cent shall he added to all licenses which are not paid during the month of May, 1928, except such as muy become due after thut time. Provided, however, that immediate payment may be required in each und every case at the discretion of the suid Clerk and Treasurer, and the1 foregoing provision shall in no wibc i stay or hinder action to enforce immediate payment; which tax and penalty shall bo recovered in the manner hereinafter prescribed, and if any person, firm, company or corporation required so to do by the terms of this ordinance shall refuse or neglect to make out and deliver to the Clerk and Treasurer of the City of Camden, on or before the time herein required, the statement provided lor by Section 2 of this ordinance, or shall make a false statement, or shall refuse to take and subscribe an oath or affirmation as to the truth of such statement, or any part thereof; or from any cause shall fail to take out sUch license as may be required by this ordinance, the said Clerk and 1 tcasurer shall report the case to the Mayor, who shall proceed to ascertain as nearly as possible, the business of such person, firm, company, or corporation, for which he, she, or it may he liable to a license tax therefor, and in case of default for the purpose of such investigation; the said Clerk and Treasurer shall notify the person, firms, companies "f corporation in. default to appear be lore the Mayor at his office?-at a t.nu* stated in said notice; and also sucn witnesses as the Mayor may desire to examine. ( Icrk apd Tiaasuror shall is-vie an) t xeiution thereof under his hand and j the seal of the City of Camdci, di-! ivctcd to the chiet of police > : the Cay of Camden, or the Shcritr of Keishaw County, in said State an.il the -aid Chief of Police or Sheriff i shall proceed to collect the said li-! cense tax and penalty, by levy and sah of real or personal property, as now provided by law for the collection ol taxes, together with an additional live per cent. of the whole amount, which hah be the Sheriff's or thief of Police's compensation for making such collector, n addition to one dollar for making such levy, which shall bo paid by delinquent without entry or mileage fees; provided, however, that at.y person or corporation shall have ire right of appeal to the ( ity Council of Camden (notice of such appeal having been given to the ( lerk and Treasurer within five days' from the time of which such assessment of license and penalty shall have been made) ami upon hearing such appeal, the said Council shall make such order therein as it shall deem just and proper; and provided further, that in lieu of the remedy above set forth bo enforce payment an action or actions may be brought in any court of competent jurisdiction for the recovery of such license tax" nnd penalties. And provided further that any jverson, firm, company or corporation who shall carry on, or attempt to carry on ai.y calling, business, profession or occupation without a license as herein required, or who shall neglect or refuse to give the information required or to answer such questions as may be required or who shall fail to attend before the Mayor to be exam-.n-! ed bv him when so required, as* pro-j vided in Sections 2 and 3 of this ordinance may be deemed guilty of a violation thereof before the Municipal Court and may be fined not more than One Hundred Dollars. o? be imprisoned not exceeding thirty days. Section 4. The license grunted under this ordinance shall at all times bo subject U? inspection by any officers of the City of Camden and no calling, business, profession or occupation shall be carried on elsewhere than the place named in this license therefor, unless authority be granted by the Clerk and Treasurer, which authority shull be endorsed on the licerfce. Section 6. All licenses granted under this ordinance shall continue in force until the first day of May A. I). except such us are written for u shorter period, as may hereinafter he provided. '1 ne City Council reserves the right to revoke any licenses for any cause which to them may seem to be just, Section <i. The following sum or sums of money are required to be paid to the said Clerk and Treasurer for a license to canty on the business, calling, profession or occupation in whole or in part within the limits of the City of Camden, us in each case specifically appears. Class No. 1 Business or income basis, $1,000. On each additional $1,000, ten cents per $1,000. Where the gross .annual income from the business, callings, or professions enumerated in the following schedule, shall be One Thousand Dollars or less, the license shall be ut the rate set forth in said schedule; and where the gross annual income exceeds One Thousand Dollars, the license shall be increased from the amount set forth in said schedule at the rate of ten cents for each Thousand Dollars of gross income in excess of One Thousand Dollars. Each huckster or peddler to be furnished with a budge upon taking out license. Hucksters or peddlers selling fresh meats of any kind on wagons, trucks, each per year 40.00 (No license to be prorated.) No huckster or person selling fresh meats, fowls, fruits, vegetables, merchandise, manufactured articles, melons, eggs, or other farm produce may sell, same on DcKalb Street from C'hurch Street to Market Street, or on Broad Street from LaFayette Street to York Street, on Rutledge from Church Street, to Lyttleton Street. Wholesale deliveries of meats and fowls to retail meat markets may be made on said prohibitive areas. All such wagons from which said fresh meats may be sold during every month of the year except December, January, February, to keep the meats on said wagons in refrigerators of sufficient capacity to carry the said stock and all portions of said wagons not taken up hy refrigerators to be screened ana said refrigerator at nil times kept in a sanitary condition, subject at all times to inspection by the health officer, or any one designated by him. No license for sale of such meats in wagons on streets is to be granted by the City without the application first being submitted and approved by the health officer of the City of Camden. Wherever in this ordinance the terms "persons, firm, company, corporation or party" are used, the same shall include not only the principals, hut in their absence shall include any agent, clerk or employee having charge, management or control of the business, calling, occupation or profession referred to and such agent, clerk or employee shall 1 e subject to the penalties here- < in imposed for failure to comply < with the terms and requirements of this oidinance, in the same manner as ' if he, she or they were principal* or < proprietors.
