Stnoil) surveying parties and right of-way gangs were attacked almost nightly, and some ono filled. liosides this, it was almtxst impos sible to keep mules and donkeys in the paddocks, because of the depre ssions of the marauders. Hut it was particularly difficult to get supplies from the rail head to the construction gangs. T*heae supplies were hauled in large covered wagons which were pulled by eight?ten?? and even t welve mules. If night over look one of these outfits the lions were sure .to attack at. One afternoon the camp' foreman urged him to try to get through to the camp, twenty miles away, with load of supplies before night. Aft^T much coaxing he agreed to do so. k ' About five miles from camp, how ever, his -wagon broke down, and be fore he could finish repairing it night tame on. He realized there was no use to try to make canvp, as there was no road and the night >vas dark. So he tied out his twelve mules and then, climbed a tree to spend the night. Finding a comfortable forks, he went to sleep. About twelve o'clock he .was awak ened by. a wild commotion among the mules. The lions had attacked them. The mule skinner, knew there was nothing to do, so he .leaned back against his limb to go to sleep Again. Then he remembered a bottle of Georgia corn he had in his hip pock i't. He took one swig and then an other and then emptied her. When that corn hit home the mule a-inncr started to get mad. No lions 'TTnld attack his mules, no sir! Wasn't nothing to do but hitch up and leav'3 there. It was diark as pitch ahd he had a hard time getting started, but finally he got under way. Be it ordained by the Mayor and Council men of the Cify of Camden, in Council assembled and by the t\uthor< ity of tho same: Section 1. .Every person, firoi? company, or corporation, engaged on May 1, 1925, in any calling, business, profession or occupation in whole or in part within the City of Camden as may be hereinafter specified, shall obtain during the month of May, 11)25, a license therefor in the man ner hereinafter prescribed. Every person, firm, tompany or corporation commencing business in said city on or before the first day of May, 1925, phall in like manner obtain a license therefor before entering upon such calling, business, profession or occu pation us hereiivuter specified. Section 2. Every person, firm, company or Corporation engaged in or intending to engage In any calling, business, profession or occupation for which a license is required, shall apply to the Clerk and Treasurer of tho City of Camden for the> same? by, whom all such licenses shall be is sued, and shall at the time of ap plying, make and Vtgn a written statement under oath, and file it with the said Clerk and Treasurer, setting forth: First, his or her or its nam^ or style, the name of the persons constituting such firm or company. Second. The calling, business, pro fession or occupation for which li cense is required. Third, The place where such calling, business, profes sion or occupation is' to be carried on;, the amount of capital invested, or the gross annual ineome. . Parties in business on the first of May^ shall make such application for n w license and file such written statement before May 21st. Section 3. A penalty of fifteen per cent, shall be added to ?11 license which are not paid during the month of May, 1925, except such as may become due' after that time. Pro J vided, however, that immediate pay ment may be required in each and evei'y case ' at. the discretion of the said Clerk arid Treasurer, and the foregoing provision shall in no w.m stay or hinder action to enfdrce. im mediate payment; which tax and pen alty shall be recovered in "the manner hereinafter prescribed, and if any 'person, firm, company or corpora tion required so to de by the terms of this ordinance shall refuse or negr lect to make out and deliver to the Clerk and Treasurer of the City of Camden, on or before the time here in required, the statement pi'ovided for by Section 2 of this ordinance, or shall make a false statement, or shall refuse to take and subscribe an' oath or affirmation as to the truth of such statement, or any part thereof; or from any cause shall fail to take out such license as may be required .by this ordinance, the said Clerk and Treasurer shall report the case to the Mayor, who shall proceed- to as certain as nearly as possible, the bus iness of such person, firm, company, or corporation, for which he, she or | ?it may be liable to a license tax therefor, and in case of default for the purpose of such investigation; the said Cterk^ and Treasurer shall ?notify the person, firms, companies or corporation in default to appeal befdJC-the Mayor at his office?at a timoa stated in said notice; and also sueb witnesses as the Mayor may idesire to examine, The ' witnesses called as aforesaid shall be examined by the Mayor, under oath or affirma tion, touching the nature of the busi ness, of such party? and everything which .may evince the amount of li cense tax for which such party shall be liable. , ?" ? .frrom the information thus acquir ed the Mayor sfcall find and assess the amount of license tax due by such party whether he, she or it at tended the investigation or not, and shall add thereto a penalty of fifteen per cent thereof and should such li \ cense tax and penalty be not paid within five days thereafter, the said Clerk and Treasurer shall issue an execution thereof under his hand and the seal of the City of Camden, di rected to the chief of police of the City of Camden, or the Sheriff of Kershaw County, in said State and/ the said Chief of Police or Sheriff j 1 shall proceed to collect the said li cense tax and penalty, by levy and fsale of real or personal property, as now provided by law for the collection of taxes, together with an* additional five per cent of the whole ajnount, which shall be the Sheriff's or Chief of Police's compensation for making such collection, in addition to one, dollar for making such levy, which shall be paid by delinquent without entry or mileage fees; provided, how ever, that any person or corporation , shall have the right of appeal to the City Council <of Camden (notice of such appeal having been given to the Clerk and Treasurer within five days from the time of which such assess ment of license and penalty shan have been made) and upon hearing such appeal, the said Council B?a]j make such order therein as it shall deem just and proper; and provided further, that' in lieu of the remedy above set forth to enforce payment an action or actions may be brought in any court of competent Jurisdiction for the recovery of such license tax and penalties. Failure to display such badges will subject the persons? own ing or using the name to a ^penalty not more than Five Dollars, or im prisonment not exceeding ten days. The license granted under this or dinance shall at all times be subject to inspection by any officers of the City of Camden and no calling, busi ness, profession or occupation shall be tarried on elsewhere than the place named in this license therefor, unless authority be granted by the Clerk and Treasurer, which authority ;?hall be endorsed on the license. Sec. 5. All licenses granted under this ordinance shall continue in force until the first day of May A. D. 1920, except such as are written for a shorter period, as may hereinafter b< provided. The license on any business or occupation not named in the foregoing schedule shall bo fixed by the Mayor and Clerk. Sec. VIII. Wherever in this or dinance the terms "persons, firm* company, corporation or party" are used, the same shall include not only the principal*, but in their ab sence shall include any agent, clerk or employee having charge, man agement or control of the business calling, occupation ofr profession re ferred to, and such agent, clerk or employee shall .be saMect to the penalties herein imposed for failure to comply with the terms and re quirements of thin ordinance, in the same manner as if be, she or they, -were principals or proprietors.
