The" dinner was so sumptuoyp with such variety of nice things to eat that it would re quire much spaei? to fell about it. The school children showed excep tional training and their singing was away above the average. The first piiv.e in the writing contest was won by .Miss May Bradley, with Lawrence Sinkler receiving honorable mention, while in the primary department Miss Ivvvlyn Branham won first prize with Miss Louise. E. Barfield of Camden, assisted by Misk Jennie V. Boyd, county home demon stration agent, gave a very interest ing demonstration of cutting out and tilting dresses without the aid of a pat tern. Secretary Reardon arranged for a community meeting between Camden men and women and the men and women of that section to be held a little later. Negro Youth Saved From Chair. Columbia, May 5. ? Governor Mc l.cod today commuted . from electro cution to life imprisonment the sen tence of Bradford Boyd, Richland county negro, who had been convicted of assault with intent to ravish. May 4th was the day" set for the elec'tro tion. The governor's action was based on petitions of many prominent "citizens including the doctor who examined the young girl who was alleged to have been the object of this assault. The extreme youth of the negro also entered into consideration of the case. It was pointed out that the boy, who was only 17 when he was con victed, had been seiifUing with the young gill over some bolts. It was this scuffle that resulted in the charge but it was alleged that the crime had never been consummated. The incident which resulted in the charge against the young negro took place in Richland county, near Bla ney. Camden, s. c., tor the Yo*r Froiti Mk) IH23. to May I, 1921, He it ordained by the Mayor and Councilnu n of tin City of Camden, in Council a -v in Mod and by the author, it y of iho same: Section 1. Kvery person, ftnn? company, or' corporation engaged on May 1, 103!ii in any calling;, busines profession or occupation in whole or in part within the City of Camden as may lu hereinafter specified, shall obtain during the hvonth of May, a license therefor in the man ner . hereinafter pYe scribed. Kvery person, linn, company or corporation commencing business in said city on or after the rtrst day of May, 1923, ( shall in line manner obtain a license therefor before entering upon such calling;, business, profession or occu pation as hereinafter specified. Section 2. Kvery person, firm, company or corporation engaged in or intending: to engage in any calling, business, professiodu or occupation for which a license 'is required, shall apply to .the Clerk and Treasurer of tin- City of Camden for the same by whom all' such licenses shall be is .sued, and shall at the time of ap plying, make and sign a written statement under oath, and tile it with the said Clerk and Treasurer, setting forth: First, His, her or its name or style, the name of the persons constituting such firm or company. Second. 1'he calling, business, pro fession or occupation- for which li cense is required. Third. The place where such calling, business, profes sion or occupation is to be carried on; the . amount of capital invested, or the gross, annual income., Parties I in business on the first of May, shall make such application for new license and file such written statement before May -21-t. Sect fcin ti. A penalty of fifteen per cent, shall be added to all license whirh are not paid during, the month | of May 192'i, except such as may | become due after that time. Pro- | vided, however,- that immediate pay ment may be required in each and every case at the discretion of the said Clerk and Treasurer, and the foregoing provision shall in no wise stay or hinder action to. enforce im mediate payment; which tax and pen alty shall be recovered in the manner berinafter prescribed, and if any person, firm, company or corpora tion required so to do by the terms of this ordinance shall refuse or neg lect to make out and deliver to the Clerk and Treasurer of the City of Camden, on or before the time here in required, the statement provided for by Section. 2 of this ordinance, or shall make a false statement, or* shall refuse to take and subscribe an oath or affirmation as to the truth of such statement, or any part thereof; or from any cause shall fail to take; out such license as may be required by this ordinance, the said -Qlerk and Treasurer shall report the case to the Mayor, who shall proceed to as certain as nearly as possible, the bus iness of such person, firm, company, or corporation, for which he, she or it. may be liable to a license tax therefor, and in case of default for the purpose of such investigation; the said Clerk and Treasurer .??ha!l notify the person, firms, companies or corporations in default to appear before the Mayor v at his office ? at a time stated in said notice; and also such witnesses as the Mayor may desire to examine. The witnesses called as aforesaid shall be examined by the Mayor, under oath or affirma tion, touehing the nature of th'e' bus iness of i uch party; and everything which niay-.evince the amoun^ of li cense tax for which such party shall be liable. From the information thus acquir or the M^iyor shall find aTld assess the amount ?>f license tax due by such party whether he. she or it at tended tlv investigation or not, and shall add thereto a penalty of fifteen per cent thereof and should such li cense tax and penalty he not paid within five days thereafter,- the said Clerk and Treasurer shall issue an execution thereof under his hand and the seal of the City of Camden, di rected tn the chief of police of the City <>f Camden, or the Sheriff of Kershaw County, in said State and the said Chief of Police or Sheriff shall proceed to collect the said li- I cense tax and penalty, by levy and j sale of real or personal property, as now provided by law for the collection of taxes, together with an additional live per cent of the whole amount, which shail be the Sheriff's or Chief of Policed compensation for making! j such collection, in addition to one dollar fur making sue); levy, which | shall be paid by delinquent without, entry or mileage fees; provided, how ever, that any person or corporation shall have the right of appeal to th'': City Council of Camden (notice of such appeal having been tfiven to the Clerk and Treasurer within five days from the time of which such assess- ( iHent of license and penalty shall have been made) and upon hearing such appeal, the said Council shall make such order therein as it shall deem just and proper; and provided further, that in lieu of the remedy , above set forth to enforce payment an action or actions may, be brought in any court of competent jurisdiction for the recovery of such license tax and penalties. And provided fur ther 'that. any person, firm, company' or corporation who shall carry on. Ar attempt to carry on any calling, ^Rjsiness, profesion or occupation without a license as herein required, or who shall nejflect or refuse t<> Kivc the information required or to answer such questions as may.be re quired. or who shall fail to attend before the Mayor to be examined by him when so required, as provided in Sections 1' and of this ordinance may be deemed guilty of a violation, thereof before the Municipal Court, and may fined not more than One ( Hundred Dollars, or be imprisoned , not exceeding thirty days.
