Upon my return from Columbia last spring where I had been in attendance upon
the sessions of the General Assembly for more than two months I publicly stated that
I would not offer for re-election for the office of State Senator but when my record as
senator was attacked I entered thb race for the House of Representatives to defend it
and am now asking you to elect me one of your delegation to the House.
When I was elected your senator the county gover nment, especially that part
that had to do with the government of our roads, ferries and bridges, w'as defective.
For years you had been paying taxes which were in turn expended while you contin
ued to drag through sand beds and pull through mud holes. I therefore, considered it
my duty to make such changes in it as would be of benefit to you and with t/he assist
ance of the members then in the House of Representatives had enacted into law our
present system of County Government.
The following will show in part what has been accomplished under the new
system during the past eighteen months:

Commissioners have not made mistakes?only those who do nothing make no mis
takes, but under this system your taxes were reduced at the last session of the General
Assembly from 11 ?'* t mills to?9'^ mills; you have more roads that you can travel than
you have ever had. you know what your bridge is collecting for fares and you know
what every dollar of your money is expended for.
[ favor an appointment of your County Commissioners. It matters little to me
whether you have three, five or seven but they should by all means be appointed and
thereby keep your County'** t?u-in?*s< out of peanut politics. \
