The Government is bringing very close , home Its efforts to augment the revenue of the eouutry in that after December 1 all telegrams, night tele grams, cablegrams, press messages, and money transfer messages will carry an extra tax of one cent a message. The extra tax will be collected of the party paying for the message and proper vouchers filled out at the expiration of each designated i>erlod and the tax remitted to the collector of internal revenue. Thus a j>ersou sending a paid telegram on which the charge is 25 cents, he would have to add one cent to the charge, making 20 in all. Should the message be a collect tele gram, then the party receiving it would have to pay the 20 cents. CAUSE FOR THANKSGIVING. The attorneys still have the choice of ap plying t<f other Justices of the court for the writ they sought unsuccessful ly from Justice Lamar or they may ap ply to the court as a whole, when it hears motions next Monday. There were some indications, how ever, that the next move i?l the light for Frank's life might be directed to ward efforts to obtain clemency from the Governor of Georgia, or the state pardon hoard. Incoming Governor Will Bar Horse Racing. Greenville,- Nov. 20,? When ltichard I. Manning becomes Governor of South Carolina in January it is generally agreed lie will Immediately place a ban on racing in Charleston if racing he in progress as it is now planned by turf magnates. The Sumter man practically assured J: N. King, of this place, that he would take this step while the two were conversing on a Greenville and Columbia train yester day afternoon. Mr. Manning was en route to Clem.Mon College, where he is attending a meeting of the trustees of that institution today. t Mr. Manning broached the subject in relating an experience which, happened to him on a t rip the other day. He said he was sitting in a car across the aisle from a race track follower and n friend of ids, that the two were, talk ing about the prospects for a racing meet in Charleston this winter. The turf magnate is quoted as having said that there would be racing in Charles ton next January and Fabrnary regard less of the incoming governor. "We fixed it up with JBlease all right pnd can do the same with Man ning," is the way the South Carolinian reported the conversation to Manning when tho turf magnate had departed. Iji repeating the incident to Mr. king, Manning said, "They will learn differ ently by next January," for he doesn't "expect to tolerate with horse racing for one minute." It has develoiied that the action of the Turkish land forces at Smyrna In firing upon the launch of the Tennessee as it sought to enter the harbor of Smyrna, had 110 hatlsh or unfriendly Interest whatever. So Washington has been unofficially informed. It appears that when Capti Decker of the Tennes see made known his desire to visit the American consul at Smyrna, the Turk ish governor general advised him that ho would take him to the consulate in an automobile. Capt. Decker preferred to go in his launch, and when he ai> proacbed the mined channel, a solid shot across the bow of his launch warned him to stop. The launch was headed about, and that was about all there was to it.
