The letter br Mr, SearsoM follows, and the I ^port is giv^n In Its entirety: ?on. A. W. Jones, Comptroller Uenerai, Columbia, 8. C. Peur Sir:, In accordance with your instructions, 1 have witnessed Mid approved the Annual Hettlement for Kershaw County, and have -ade an Investigation regarding the present financial condition of g^ld county. This examination covert* the period from July 1st, 1912, (a Juno 30th, 1913, ? Respectfully submitted, 4ilendale ,S. 0.| Oct. i, 1913, L. A. Scarsou, Special Accountant, Upon presentation of thla report I deHire to call especial attention tho r?i lowing interesting features, yU: The ex-Sheriff has been extremely careless in the matter of hand linK lux executions, resulting In an apparent shortage at the time of Ids dentli. The present Sheriff Is following his example. The bookkeeping in the office of Supervisor is <fuite defective as *owu by my comments in report of this office. The County has a heavy bonded debt. Such bonds maturing various w from 1928 to 1942, The interest on same aggregates $10,000 per annum. The records, as. a general proposition have been well kept, and I have done only such detail work as appeared to be necessary, with a ,low to Having time and expense. Office of County Auditorr. \ The Auditor ban charged all taxes, penalties, etc., to the County Treasurer, aB the law requires and has filed with the Comptroller Cen tral abstract* of the tax books. Any statement in detail Is therefore gnnecosBary. I have checked these records carefully against the Settle ment Sheets and find that the correct amounts have been entered. The Auditor has On file cancelled vouchers for the credits allowed County Treasurer in this Annual Settlement. - In connection with my report on delinquent taxes for past years; fhich, in another section, 1 have shown were not properly accounted i jfrf by the deceased ex-Sheriff; I desire to ?Ute that Auditor RubbcII i? working up tho Execution books, etc., and expects later to submit abatraca for Nulla Bona Executions. Office of Clerk of Court. The Clerk of Court Is keeping all the books which the law requires fcini to keep. I found the records examined, neat and Intelligent and Ifce officer has made his ? remittance on account of public funds, to tho Treasurer, promptly. ? I have made a thorough examination of the records In this office urtth regard to fines, "etc., paid into the hands of tho Clerk of Court and find that such funds have .been promptly accounted for. I present a statement, showing each case in which a flue was col lected, hb per the records. The Clerk has also accounted for licehses ' otllected, as shown by statement. S. Trantham, Deceased. The affairs of thin office are in a tangled condition, which is quite unfortunate on account of ex-Sheriff Trantham's death and the fact that ho had not made the proper returns to his successor in office or *> tho County Treasurer. The following section will explain the sit uation relative to public funds held by this officer at the timo of his death, as shown by the records: - A it appears that he retired from office. -with executions for 1909-10, *nd a few for 1908 still in hand. He had made no settlement with too Treasurer for the executions, placed in his hands for collection. The abstracts filed in your office will show that ex-Sheriff Trant *am received from the vTreasurer executions amounting to ?t>,084.Z4 tor delinquent taxes of 1909 and |7,371.42 for 1910. An audit of toe records shows that the sum of $1,449.73 was collected in cash oft account of 1909 and $2,112.87 on account of 1910 executions, but that toe officer did not remit tb0se funds to the Treasurer, or to his suc cessor. in addition to the above the records show executions which *o report has been made on, as follows: ook a* r? 1908, $34.98; 1909, $21.69; 1910, $1,169.36; Total, $1,225.93 for whleh the sheriff is also accountable under the law. The sheriff reports on his execution book as Nulla Hon a and No ?st for 1909, $4,112.90; 19M>, $2,7*6.01; ToUil, $6,868.91. The abstract for 1908 Nulla Bona executions was made, but too late tor credit on the settlement BheeAs. No abstracts for the years 190J 1910 have been made at M I understand that the county Aud itor, mad"? the 1908 abstract. ??h _ As previously stated. ex-Sheriff Trantham collected conslderab 1 erf cash for which he has made no returns. Acting upon information obtained from county officials^ through this Investigation, with regard ? J?? ?f-Sherlffs official -bank accounts, I visited the various banks in the elty of Camden, from which I secured certificates. Daniel McGinley, a well ~ known peddler, who has been a familiar figure in this county for the past thirty years, died very suddenly at the home of a Mr. Freeman in West Wateree last Monday night. Mem bers of the family heard a noise in the man's room and upon going in found him gasping for breatlt and he expired in a few moments. The cause <of his death was given l as heart failure. j Mr. McOinley was a natlvo of Don egal county, Ireland, and came to America nearly forty years ago and I most of his life had been spent vin ; ?nd around Camden, where he was known to be an honest, hardworking man and had many friends in Cam den $nd the county. He was never married and has no relatives here excepting a cousin, Mr. Prank McGinley, who is also a native' of Ireland and came to this country with him. He leaves one sister in irleand, ono sister and brother in Pennsylvania. He left ho real estate, but it is | understood that he had a consider able amount of money on deposit in one of the Camden banks. His remains were brought td McCreJght's undertaking establishment and the body prepared for shipment to Mauch Chunk, Pennsylvania, where it will -fee buried by relatives. Mr. MeGinley was about 64 years of ace and was * devout member of the Catholic faith, and there are many Who wilt regret ills passing. Taxes Coming in Slowly. Says he first got the idea In hlB noodle wliiie at ijong Isluiul several yearn ago when he puid an aviator with a passenger carrying craft $26 to take him for a flight. FindiiiK that hu could bland the Benbation of look ing down from a great height, he at once decided to attend the Cur ties Hchool for aviator?, and pur chased hia machine, paying there for $6,000. At the time he loft there were fourteen students at the school and of the fourteen seven have met death from falls, one be ing a young lady who was killed in IndlunnpoliH when making her first public exhibition. Of the remainder of the class only a few remain at the game ? the others having quit on account of the great danger. While not being at all Bupersti tioUK Mr. Tor rill Bays he was more i impressed by the oft mentioned hoo doo here than at any time during hie flying career . J-ie had been ?pleaded with by Ms mother and "?others" daily not to make the flighU at Camden because of the fact that one of the dates was "13." But to lend more weight he was un signed to room ''23M at the Hotel Camden, and he now. firmly believes that the only reason he was not killed while in Camden is the fact that no black cat crossed his path. During his career he has mude over four hundred successful fllghtB and the accident while at Camden cee* him more .in the way of re pairs than all told in his other mis haps. Tie sayB, however, that it learned him a lesson, and that is to never attempt to fly again with out having hiB space roped off to iceep the spectators from crowding Oil the field, Some idea of the dangers of avia tion can be gotten when it is known that In aviation accidents of all kinds the world over since 1908, 414 have met death, _the tollfo?j]ie present year" todate belng iOB. The fact that Mr. trerrill is an ex pert auto drive has something to do with' his skill in driving his fly ing machine.
