Fittcal Year For the City of Cniutleu, Be it ordained by the Mayor and Alderman of the City of Camdeu, 8. C., und by the authority of the same: Section 1. That thin Hyeciai Li cense Ordtyiance adopted by the City of Camden on the 11th day of April, 1912, for the pretteul fiscal year, and panned and ordained a* a special ordinance to raise supplies for the fiscal year ending April 30, 1913. That every person, firm or corporation, engaged, or intending to engage in any trade, business or profession, hereinafter mentioned, within th? limits of the City of Camden, shall first "obtain a license from the Clerk and Treasurer, and all license herein mentioned shall be non - transferable and for the fiscal year if not otherwise special ly provided. And all licenses shall expire on April SOttf, 1913, but may be revoked at any time by tho May or or City Council. Section 2. All licenses for the ye^r granted under this Ordinance shall continue in force until the 30th day of April next, succeeding the date of issue and no license, ex Copt as provided for by limitation, per diem or month, shall bo issued for less time or rate than one yoar. The City Clerk ami Treas urer shall prepare a proper form to be Issued in each case. Section 3. Application^ for li cense of all kinds shall be made to the City Clerk and Treasurer, and all fees for same shall bo paid to him in advance. Section 4. No person firm or cor poration shall bo engaged in, pros ecute or carry on any business, oc cupation or profession, hereinafter mentioned without first receiving from the Clerk and Treasurer of the City, a special licenso therefor. Any person or persons, corporations, falling to secure licenso shall, on conviction, be fli^d 'not less than (5.00) five dollars nor more than (100.00) one hundred dollars or Imprisonment not more than thirty day? All amateurs are familiar with the musical term "syncopation," hut for tho benefit of the non-musical It may bo saiil that It is a word relating to time or rhythm, the precise UKuninr; of which will be sufficiently indicated by the story. A Celebrated conductor was conduct ing a long aeries of conceits, and ho had observed that it was always the same policeman who was stationed at tho nearest door to tho orchestra, lie marking up<?n this, he "was informed that tho officer in question was be coming qiilto an expert in musical terms, etc., bo long had he been on duty inside tho hall. However, one eyeDing he was passing, and meeting him accidentally in tho corridor next night, the great conductor accosted him thus: "Officer," ho said, "wbere~were yoi last night?" "I^ast night, director?" replied the cop. "Oh, I was in syncopation." "In what?" gasped tho conductor. "In syncopation ? off the beaf, sir," replied the policeman. The Colonial Shilling. The value of the Colonial shilling was gradually reduced from the Eng lish standard as tho result of per slstent coin slipping. As early as 1G42 Massachusetts raised the rating of the Spanish dollar to 5s and Con necticut took similar action tha fol lowing year. In 1645 Virginia raise.' the rating of the dollar to 6s. In 1652 'Massachusetts established a mint and began to coin shillings that Were"22H per cent, higher than the sterling standard. In 1683 tho Spanish dollar, weighing approximate ly 17 pennyweights, was rated at 6s 9d, while Pennsylvania valued it at 7b. The consequence of these vari ations In the colonies was1 that in 1707 parliament passed an act pro viding that the Spanish piece of 8 reals (dollar) should not be valued at more than 6s, but Bullock tells us in hie "Monetary History of the United States" that this law was al most universally Ignored. Finally New York arid North Caro lina settled upon a rating of 8s to the dollar, and this valuation was gradu ally accepted and retained until our national monetary system was estab lished. A conference between represents tives of British and American societies to extend the movement for a simpli fication of English spelling has Just been held at University college in Eng land, with a largo number of profes sors connected with English universi ties, and the following from America: Dr. James E. Bright of Johns Hopkins university, Charles H. Grandgent of Harvard university, Dr. George Hemp] of Leland Stanford university and Dr. Brander Matthews and Dr. Calvin Thomas of Columbia univer sity.
