Tax Reduced on Ootton Mills.
Aa action the State Board of
Equalization, in reducing from 00 per
cent to f>0 per cent the* basis of as
sessment on cotton mill properties,
effects a reduction of one-sixth in the
tuxes whifh these plants will hear.
For a lime the mill husis was 100
per cent. For some years it .has been

The action was taken by the board
on a motion of Mr. Shuler, of Or
angeburg, after an address by Barron
Qrier, of Greenwood, representing
the South Carolina Manufacturers'
Association. The basis is still con
siderably above that for real estate
which ranges from 20 "to .'10 per cent

Inspecting Seed.
The work of seod inspection undei
the act of the last General Assembly
has commenced. Samples of seed
offered for sale in thin State by seed
houses in South Carolina and in oth
er States liavo been received by the
Department of Agriculture and sent
to Cleinson College.

One of the candidates for governor
having made curtain charges reflect
ing on The State, and a correspon
dent, Mr. Covington, of Bennette
ville, having sought information' as
to their meaning, the editor and pub
lisher submit the following:
"If Mr. Covington or any othei;
doubter will secure the appointment
by any Justice of the Supreme Court
by any Circuit Judge, or by any white
Ministerial I'nion of any city in
South Carolina, of a committee of five
persons'to inquire into the charges of
Duncan, and if any one of these de
rogatory allegations against the State
and "Gonzales" is substantiated, the
State Company will pay five thous
and dollars to whomsoever that com
mittee designates.

New Momber Education Board.
Gov. Ansel has appointed I). M.
O'Driseoll, of Charleston, as a mem
ber of the State Board of Education
from the First Congressional District
to take the place of W. K .Tate, who
recently resigned to take up the
worLr of supervisor of elementary
schools of the State. Prof. Tate re
cently removed from Charleston to
Columbia.
State Accounts All Right.
The books and accounts of the
State officials are being audited by
the auditing committee of the House
and Senate. The committee is com
posed of G. K. Laney, senator from
Chesterfield county, and J). L. Smith
of Colleton county, and L. M. Gasqui
of Ma rion, members of tho House
The books audited have been found
to be in excellent condition.
On Easy Street.
Aiken county is out of debt and
has*$80,000 in tho treasury to bo
used for school and county purposes.
This is a very unusual state of af
fairs and is one to be proud of.
Way of the Transgroseor.
Mark Duncan, a white man from
Aiken county, must serve a sentence
of seven years in the State peniten
tiary for the murder of Will Brooks
in A ikon county, the supreme court
handing down a deeeisiou in which
the judgment of the lower court is
affirmed.
A Prisoner 21 Year3.
After nearly a quarter of a cen
tury spent behind prison walls Hob
Jones has left the penitentiary a free
man. With the commutation of his
sentence by Gov. Ansel he completed
a term of 21 years imposed upon him
in the I ,exington county court for the
murder of Edward Pressley in Edge
field county in 1880. The two sons
of Edward Pressley wero killed at
the same time, but Jones was never
tried on this charge. The affair was
caused by a land dispute.
Superintendent Exonerated.
W. H. Woodward, superintendent j
of gang No. 2 of Aiken county chain
gang, has been exonerated of the
charge of causing the death of James
MitchelV, a convict who died while
serving a sentence on his gang.
