Senator ,Heveridge, Chairman of the Senate Committee on territories, talked to the President about the statehood legislation, but made no comments on il. It is learned that a vigorous elTort will be made to induce the House to < oncur in the Senate amendments. The movement will be supported by the Oklahoma and Indian Territory , advocates of statehood. The Fortification Bill. The Senate Committee on appro priations, which has the fortifications bill under considcation -board 'Jen. Cro/icr, chief of the ordinance bureau of the war department, and Robert S. W addell of the Peoria, 111., concern ing the ad visibility of the construc tion of a government powder plant. Two bills pioviding for such a plant | have been introduced in the house. One is by Representative Hull of Iowa appropriating $200,000 for a plant with a minimum output of 3,100 pounds of powder a day, and the oth cr is by Representative Williams of Mississippi, appropriating $7."K),000. with no stated capacity. The senate committor, appears not to favor the construction of a plant which will en ter into competition with private manufactories, hut leans toward the erection of a small plant for the pur pose of instructing the ordinance de partment and officers of the army^and navy and in all the details of powder making.
