J i J 0<M I liOttdH. .ThtJollowlng regarding the im provement of our public highways .lias been suggested by a thoughtful, public spirited citizen. The plan is a good ouo and wo subtnlt J| for tliu consideration of our people: Mr. Editor: Thinking that it would bo a good idea to. knap the subject of good roeds before the people, I will give my views regard ing the host plan to have the roads put and kept in good order. . 1st. Let our County Commis sinnere advertise for bids to put and keep each of the various pub lic roads in good order per annum, for a .period of way f> years. 2. Then assess a sulilcieut amount > upon the individuals (liable to road . duty) and Ihe/varjous work ani mals and vehicles along said road to meet tho amount necessary to pay the accepted bid. In this manner- those who have tho most road tming animals, vehi oles &c., and one tho roads moot will (justly) pay more than those r wlio have none. It will bo noticed that where tho roads need most work tho country is more thickly sottlcd, while in tho sandhills) tho country is sparsely nettled and the road a need much less work, and in oas'o any flection ? wants their road put in better eon ? dition they, thomsolves, can raise the assessment. By letting tho contract out for a I term of r> years, tho contractor could, and more than likely would, expend more than the rogular in ? come the fl rat year to get hia road ?1. in gojxl condition as quickly a? ptoaeiiile, and then it could be kept j in good' condition for a much less ~ ?um. In this way ho would l)e re imbursed for tho extra outlay at _. tho outlet. Then when tho roads r/ ,?rt ,4let" again, (they being then in ; good condition) thoy could be let another term of years for a m^oh less sum. ito bis Liai love *nd i* impion Guar* . ftf: It is reported that farmers in the middle and eastern counties of this V State aro plowing up their lands this year in wheat and oats and put ting It in cotton.
