It was debated for half an hour or more, abd as passed, provides that the dispensary profits shall go to make up deficiencies in those counties in which, after the ap plication of the three mill tax and poll tax, tho school fund is not sufficient to rnn the schools for the five months fixed * a,e ??tof 1800. One of the first matters to come before the Senate was a resolution from the House providing for a joint oommittee of tho two houses to investigate the rumors and 'Charges concerning tho managomout of the state penitentiary. After an amend ment wau offered limiting expenses of the investigation to 8200, which was voted down, tho resolutiou was passed by a decided majority, amended so aa to empower the governor. Tho House amendment to the bill chartering tho South Carolina Extension Company was agreod to. Tho claim of thisJHtate against the general governments for a loan made for tho prosceution of tho war of 1812 came up in tho fornr Of a House resolution, offered by N. G. Ev ans, empowering the goveruor aud at torney genoral to omploy an r.gont or attorney to prosecute such claim at a fee not to exceed 15 per cent, of the amount involved. As the amount i%, about$000,000 the fee would bo ?90,000. Tho Senate adopted Henderson's sub stitute which does away with employ* ing1 attornej'.
