T^fr\|;?port of the Monotary Com mission und?r authority of the eouveutioo of business men, held in Indianapolis U%t Tanusry, has just been made public. The existing gold standard on which business has been done tiueo 1879 ia maintained on th< ^rpund the industrial interests de maud certainty as to what tho stand ard shall bo. To this ond it ia urged that tho United States should remove all uncertainty as to the mcaniug oi "coin" in its obligations, theroby sav ing the taxpayer by tho ability to bor row at ft lower rate of interest. No attempt ia made to vomovo tho exist ing Mlver dollar*, nor to ehango their legal tender quality, <"> the contrary, a plaee is provided for thorn in the circulation by forbiddiug tho issue of any paper moneyother than silver cer? tilicatea in denominations below $10. It ia regarded by the Commission as daugcrous to maintain tho prosent practice of using Government demand obligations as money. The Commission, theieforo, strongly urge the Government to withdraw its domaud obligations now used as money, deeliuo to provide gold for oxportera and put tho burden and expense of maintaining a redeemable paper circulation upon tho banks. In order to moot tho domand obligations, the present reserves of gold in tho Treasury furnish a sufficient sum to be Bet aside in a Division of Issue and Redemption; and the Secretary of the Treasury is aiithoii^od to sell bonds whomever the reserves need replenishment. In this lyfy, or from surplus revenue, tho do maud obligations (thut is, United States notes and Treasury notes of 1890,) can bo removed in such a way that the cost to the country can bo re duced, with the result of himplifyiug our currency, au(l adding to confidence in the eei tainty of our standard, liy the plan of the Commission tho with drawal of Government paper is so arrangod that contraction cannot possi bly take place; if United States notos ui o cancelled their plsoe will be taken by tho gold paid out fur them, or by tho expansion of bank notes. \? Tho doiuaud obligations of the Uni-. ted States wore not a money based on property; they wore only a debt. On tho other hand, a bank note is never issued (fraud, of corn-He, excluded) ex cept for a consideration in negotiable property of equai or greater value. The bank note coiuca forth as the se quel of a business transaction, and is based on tho active property of tho country which is passing between pro ducers aud consumers. Tliisproperty is always negotiable aud alw ys equal to tho duty of meeting the note liabil ity. Bank notes aio as sound as the business transactions of the conntry. Tho ourrohcy ql^tho country, more over, should increase as the transac tions of tho country increase; bene* tho rigid uuohanging issues of tho Government innkojthctn an inelastic part of the circulation, while by tho very process of their issuo bank notes alone can be automatically adjusted to tho changing transactions of the busi ness community! In a uoncling tho present national banking system, the Commission wore actuated by a desire to secure abso lute safety to the note holder; to umko tho notes uniform and of equal cur rency in all parts of tho country to create an elastic system, which, while expanding in fesponso to increasing transactions, should healthily contract when transactions diminish, and which would holp in a belter ' distribution of banking facilities throughout the Western and Houthern States. While providing for the partial uso of bonds for securing notes (twenty live per cent, of tho capital) the Com mission propose that notes beyond this should be issued on all, instead I of a part of tho resources of a bank; and within a fen* years that no special bond security 6bould be required. Hanks may isuue notes up to sixty per cent, of their capital without re straint; for i&suo- beyond taxty per cent, and up to oighty por cent, they pay a tax of two per ceut. ; for those beyond eighty per cent, and up to 100 per cent, they pay a tux of *ix per cent. These notes would be a prior lij^i upon all the resources of the bank, aud, iu addition, upon tho stockholders' liability. Moreover, all banks issuing notes contribute livo per ccnt. of their circulation a? a pnr raanent guaranly fund. For daily re demptions, banks are required to keep a fivo per ccnt. redemption fund in tho hands of tho Comptroller of tho Currency. Banks of $25,000 capital mny bo established in places uf -1000 inhabitants, and branch bauka are also uermitted. Gates, Jr., the proprietor of tho Gold Crown Hosiery Works, one of tho leading hosiery concorna of the South, said re garding the null industry: ".Such a thins as a striko is unknown, and thoro bus ne'ver been any tcudenAv.in that direction among the peojra in the mills. "It is true that o\u wages, as a rule, aro nut so largo as farther north, but the diflerenoo is not so great as some imagine. L have iu mind at thin moment a case where my ostabliehmont paid 12} routs a dozen for a class of work which cost only cents a dozen in Philadel phia, nncl I nave been assured that there is a certain mill in New Hampshire where the Philadelphia rate prevails. Almost all my operatives are girls. I havo only 17 men in my wholo place, (lirla who used to bo satisfied with $4 a week are not satisfied now unless they make $3 a week. PROSPERITY OF EMPLOYES. "You would bo surprised to know how cheaply people can live. I havo in mind the case of an old woman in my employ who lived ou tho outskirts of the town aud who earned 70 cents a day. Hho told me her entire living ex penses for a week wero <55 cents. Tlion, too, eutiro families work iu tho mills, f havo a family in my employ consist ing of eix people who draw out of tho mill 8!>o a month among them. "Kent is uot a?serious item in the cost of living. Tho mills used to give their housea^to the operatives rent free. That was when tho operatives worked 12 hours a day. The mill owners got together and reduced tho hours of labor to 11 a day, and at the samo time began to charge a tmall rent of 20 cents a week for evory room. So far as religion ia concerned, 1 can only say that the mill owners havo dono a good deal to givo their holp roligious opportunities. Sev eral of the mills havo built chapels for f--. tho operatives, usually Presoyterian, Baptist or Methodist. OWNERS AS MILL MANAQER3. "Hero is a point to bo bornoin mind: You will find that the owners of mills down here aro ajways personally active in tho management. -My father, for in stance, is the active superintendent and treasurer of tho Charlotte Miils, which ho established seventeen years ago, and I am tho samo In mine. That is the rulo evorywhoro. "Tnko the Holt family, which is tho woalthiost and most influential manu facturing family in tho Stato. Edwin St. Holt built tho first cott-ou mill in tho Stato in and now tho family controls n-> Ions than thirty-two mills. Everyone of these mills are under the persoual active management of soma, member of the favaii^-. THE WA<.,: QUESTION. "Whi'o tho individual coat of labor in the South is undoubtedly lower than in the North, tho collective cost is not no very much different. One man ?u tike North, for instance, will handle moro machines than one man will handle here, and the total amount of wages paid for work performed is sot so very much higher thers than here after all.
