The constitutional con vention has passed an ordinance ap* pointing the second Tuesday in Janu ary for the convening of the next session of the legislature . You ought to take some atoolc in the Enterprise Building aud Loan Asso ciation. It has been of deoided bene fit to Camden. THE STATE CONVENTION. Columbia, Nov. 16.- Special.? -This entire day of the Constitutional con vention was devoted to a discussion of the question whether the legislature should be required, or simply autho rized, to maKe proper provision for the ' different colleges. The speech of the day was made by Senator Watson, of Edgefield, his prop osition being to substitute ''may for , "shall" in the seotlon relating to these] institutions. Mr. Watson took the gen eral position that the State oannot maintain a real university; it ought not to attempt anything in that line. He said the higher oolieges must be sup ported by endowments. He thought they should receive just such support as the people, represent*} in the legis lature, should, from time to time, be pleased to give. The Constitution should not tie the hands of the people's representatives by tiny mandate on this subjeot. In the course of his speech Mr. Wat son paid a handsome tribute to the de nominational colleges of this State, cit ing them as examples of what private efforts, properly directed and united, may do. It was stated, by some of the ooloired delegates, that Claflin University, at - Orangeburg, is really under the oontrol of the Northern Methodist .ohurch, fc&hpuflj; " of tne th that body gives but 91,600 out .lie $25,000 used for its support, ifhls particular matter was laid over for future inquiry and aotion. The ordinance to postpone the next session of the legislature till the second Tuesday in January, 18W, received its third reading.
