Washington, Nov. 2.?The Seattle
Destruction and Dry Dock company
as the ouly concern to submit a dlict
proposal Wednesday for construcon
of one of the four swift scout
'ulsers authorized as a part of the

The limit of cost for the mill and
achinery of ships was fixed at $5,K),000.
The Seattle company proposed
> construct one ship within 30 dnys

The Fore River Shipbuilding coriralon,
Quincy, Mass., was the only

not have done much harm In some parts
of South Carolina that we have seen.
The cotton did not come up at nil and
