Busing For 'Balance’ WASHINGTON, D. C.- In the near future, the U. S. Supreme Court will hear arguments on the issue of busing school children in order to achieve racial balance in the public schools. It is ironical, of course, that school districts should have to go to court in an effort to half this practice inasmuch as a provision in the 1964 CivilRights Act speci fically forbids it. The unhappy truth is that we no longer have the rule of law in this country. A number of federal officials and judges have decided to make law, to ignore the intent of Congress, and to compel busing. As public schools opened this year, the welfare of school children seemed to be a se condary concern in many areas. In Southern states, U. S. Justice Department attor neys insisted on unitary school systems in order to achieve SENSING THE NEWS By Anthony Harrigan EXECUTIVE VICE RESIDENT Southern States Industrial Council racial balance, despite the fact that no such requirement has been imposed on school dis tricts elsewhere in the nation which have de facto segrega tion. New York City is aprime example of massive de facto segregation. Moreover, New York State has an anti-busing law which is conveniently ig nored by many of the people who want to turn Southern school districts upside down. In short, the South is still the victim of sectional discrimina tion. The cruel juggling of South ern school districts, in order to implement arbitrary formu las, does havoc to the educa tional needs of youngsters of both races. The educational and cultural development of many thousand of students in the South will suffer as a result of the de mands of the social theore ticians. Balancing, after all, doesn’t help a youngster learn to read or gain an effective grounding in history, math or science. Understandably, able teachers are leaving the faculties of the ‘‘formula” schools when op portunities arise to teach at private institutions which em phasize sound learning. Judicial and bureaucratic tampering with the public schools in the South is not the only injustice being done to school children this year. In a number of northern communit ies, the opening of school was delayed by teacher strikes or threats of strike action. Unionization of the former teaching profession endangers elementary and high school education in this country. The National Education Association is striving to become a power ful union with an iron grip on the public schools. To this end, it is developing teams of tough union negotiators to deal with the school trustees who represent the taxpayers. These negotiators--numbering 1,200- will insist on collective bar gaining with school boards and will threaten strike action where the public’s representa tives decline to meet NEA demands. School boards should be— and generally are—concerned about the compensation and working conditions of school teachers. But the NEA ap parently isn’t interested in es tablished methods of discus sion with responsible school officials. Instead, it is gearing up for a Teamster-type effort to bulldoze school boards. The situation with respect to the schools is unlike ordi nary labor disputes. In the case of the schools, the public is the employer. Many tax payers around the country al ready feel education is over priced. Many parents are un happy with the quality of public education and they don’t be lieve that more spending is the answer. In some communities, vot ers have refused to approve bond issues for costly school operations. The NEA’s pres sure campaign almost cer tainly will produce resistance from overbOrdened taxpayers who are convinced they aren’t getting their money’s worth. Considered together, arbit rary busing demands and the move towards teacher unions indicate the public schools face a difficult future. Botljdevelop ments point to a decline in education and lessening atten tion to the needs and welfare of students. In 1968, 25 percent of the families whose heads had com pleted less than eight years of school were poor. For family heads with just eight years of schooling, the incidence of poverty was cut in half to 13 percent This downward trend continued—to a rate of two percent for families headed by a college graduate—with each rise in the level of education of the family head. rzMe"P le ©WO'--— OK...
