Unfortunately, the sobering news of our trade defidt has been withheld from the busi ness community and the people at large. The U.S. Department of Commerce has bees publish- tag misleading trade statistics, thus covering up an alarming development However, mi even more alarming situation is in dicated by this credibility gap: The drastic tariff concessions Just Concluded in Geneva, so crippling to key American in dustries such as textiles, are based upon the assumption of a trade surplus. {CREDIBILITY GAP The credibility gap in trade statistics has ably recently come to light The Commerce Department’s statistics show that in 1966 U.S. exports amounted to $29.42 billion, while imports were $25.65 bil lion. Those figures suggest that The U.S. had a trade surplus of $3.77 bUlion. In actual fact, however, the Commerce Department deliber ately Includes exports author ized under govenunentally sub sidised programs, such as Public Law 486 shipments of food. Payments for each ship ments are nominal, and can not be converted Into dollars. No reputable business account, tag method would Include free samples In reports of yearly sales. Yet the Commerce De partment Inflates the statistics of hard commercial sales with giveaways. A realistic account ing reduces the actual total of exports by 10%. Qn the other side of the bal ance, the Commerce Depart ment undervalues imports. It consistently reports import values on the basis of free-on- board (f.o.b.)—that is, the cost of the goods when put on ship board at a foreign port The re port* at nearly every other country in the world realistic ally In dude the insurance and freight charges that must be paid when the Ship reaches the domestic port In the U.S.. these additional charges must be paid in dollars that leave the country. The 1967 deficit based on current projections, will at least be equal The Commerce Department figures conceal not only a oad trade picture, but also help to obscure an im portant reason for our unfavor able oalance-of-payments, and the gold drain. This situation was uncovered in recent Senate hearings by the Senate Minority Leader, Senator Everett Dirksen, and the Senate Finance Committee Chairman, Senator Russell Long. The new calculations aTe based upon official, but uil- publicized U.S. government data. Thanks to the Senate hearings, the Commerce De partment is beginning to pub lish c.i.f. statistics on a limited basis. These corrected statistics, have an extremely important significance for American workers and businessmen. We are in serious trouble with our import balance, at the very moment that the Administra tion is working feverishly to increase Imports even more by slashing tariff protection. The recently completed tariff nego tiations of the Kennedy Round at Geneva will cut protection by an average of 85%. The argument was that the U.S. • could afford to drop the bar riers because our balance of trade was so • favorable. That argument has now been demol ished. The fact is that tariff slashes were made for reasons of foreign policy rather than for domestic needs. Foreign trade in itself is of rapidly declining importance in all industrialized nations. Its main function should be to supply materials and products unavailable at home. However, U.S. imports have tended more and more to be goods with a high labor content manufactured b y cheap labor abroad. Imports of this sort nelp foreign econ omies, out take away American jobs. SACRIFICE JOBS The Administration is com mitted to the sacrifice of American jobs upon the mis taken idea of winning friends abroad, rhis policy not only hurts critical industries, such as textiles, hut also worsens the general picture for everyone at home. With the true facts on hand, It is not surprising that the statistics of trade deficit parallel economic decline.
