1 . . lint an, S. €., Thursday, Sept ember 29, 1968 THE CLINTON CHRONICLE E\rm LEWS COMMENTS ON MEN AND THINGS By SPECTATOR By M. L. OI TZ, County A^ent mW A The Laurens County Dairy Judging Team left Sunday [ morning for Richmond, Va., where they will complete I with other teams throughout the Eastern United States. The team won the all-expense paid trip in competition with other teams in South Carolina during 4-H Achieve ment Week at Clemson. The team was trained by M. L. Out/., County Agent, who could not accompany the team (due to other work. The team was accompanied by II. L. Eason, Assistant County Agent (left). Others are Craig O’Dell, son of Mr. and Mrs. Paul S. O'Dell; Pat Wrenn, son of Mr. and Mrs. J. E. Wrenn; Jimmy Smith of Thorn- well Orphanage; John Hill, son of Mr. and Mrs. Tom j Hill; and Jack Marlar, son of Mrs. H. E. Marlar. (Co. Ext. Office Photo). I quote from an excellent article in Modern Maturity; “Second only to the Declara tion of Independence in the high regard with which it is held is the United States Con stitution. It has the superior sanction to the ordinary laws of the land and is subject to a gradual process of amend ment. The Constitution is concise, and its very brevity and its statement of principles have made possible a ‘latitude of in terpretations, which have fostered growth. In our Constitution, there are but. seven articles and a pre amble; in all 21 amendments have been adopted. The Pre amble does not confer power but it has been of great im portance because of the weight that has been placed on its first words, ‘We the people of the United States’. Anoth er phrase, ‘to promote the gen eral Welfare’ has been used to uphold much recent social legislation, for which no war rant cotrld be found in the powers of Congress. Within two years of its adop tion, nine amendments to the Constitution were added. These are called the U.S. Bill of Rights. Thy developed from the wide-spread feeling that, unlike the majority of State constitutions, the Federal Constitution did not specifical ly note and surriciently ly note and sufficiently guar antee individual liberties, hibits excessive bail and fines PuKlir* Mnti/'oc These are not rights granted and ‘cruel and unusual’ pun- t UD11C 1 NOllCcS by the government to the in- ishments.
