S. ever believed that it had* justi fication for protest and agitation over what it regarded an unjust treatment, certainly the enact ment at the Civil Rights Act of 1964 wiped away any argument stirring trouble. That act of Con gress cut into the fabric of the U. S. Constitution to give minori ties not "'simply the right but special privileges which the great Majority of citizens do not enjoy. Despite the gran( of special privileges, backed by the power of the federal government, the newt is that minority protest and agitation may flare anew in the summer of 1966. This is the word from LeRoy Collins, Direc tor of the Community Relations Service—the federal agency es tablished , to force American communities to get rid of estab lished social customs and meet the demands of street agitators and agitators and professional protest leaders. - ^ In a television interview in late December, former Govern or Collins stated; "There will always be room for lawful pro test where people are abuMd. Where this exists you are bound to have demonstrations. You can expect people to protest.” He went on to say he expected dem onstrations and civic disturb ances in the summer ahead. It is unfortunate that Mr. Col lins and other high ranking fed eral officials have not moved to deplore plans for demonstra tions. When the entire machin ery of the U. S. government is energized for the purpose of con ferring special privileges on a minority, that, minority clearly any circumstances, that It is is in no position to claim, under being abused. The demonstrations and dis turbances of 1964 were unjusti fied. Moreover, it is clear 1 that they represented an injustice. Great numbers of citizens were inconvenienced by the various forms of civil disobedience em ployed. Young people had set for them examples or organixed lawlessness. And lawlessness in the name of social protest con tinues to be lawlessness and a blot on the public order of this country. The professional voices of pro test must learn that there are limits to the patience of the American people. In r ec e n t years, the great majority of citi zens has put up with an outrag eous amount of arrogant pushing about by those who, as a minor ity, regard themselves either as above the law or as people for, whom the law has special con cern. The nation needs to bear in mind that justice is blind to persons. The law should not be a respecter of persons. By that I mean that the law should not give privileges to loudly protest ing agitators, and deny the right of unimpeded travel, for in stance, to law-abiding citisena. In their haste to secure special privileges for a small section of the country’s population, the basic rights of the majority of Americans have been trampled upon by the liberal politicians. Enactment of the Civil Rights Act of 1964 indicated that the U. S. public continued to bend over backward to appease those who sought special privileges, including special federal protec tion and advancement. But the patience of the majority can be ehausted. Appeals to tolerance (actually to special privilege) can become Intolerable. The Amerocan people can get sick and tired of having all govern ment focused on the demands and pretensions of one small group of citizens. Thus it is like ly that the organizers of demon strations and civil disturbances will press their luck if they launch a new campaign of civil disobedience this summer — a campaign that is bound to in fringe on the rights and move ments of the majority. They couldn’t be more wrong. God’s evidence is everywhere. Just walk into a church on Sunday and sit down and listen awhile, and then you will know for sure.
