The congressional elections of IMS, in fact, form the principal coaeervetive target in all parts pf the country. Southern codeorvatfres I e r e more fortunate than conserva tives in other farts of this coun try. In five Southern states the conservative cause e n J o yed sweeping success at the polls. Precedents grere set end tradi tions broken as Southern voters in great numbers demonstrated that they were not the captives of any party or administration. Indeed the politics of the South took a new direction as the two- party system emerged full blown for the first time in a number of states. Actually, of course, the fight in this country for many , years now has been not nearly so much a struggle between the Democratic and Republican par ties as it has been between con servatism and welfarism (social ism). Of course, conservatives were not uniformly successful, and suffered setbacks in some states. One of the reasons why conser vatives had a hard time is that many state office holders, not ably the governors, lined up with the national administration in support of “The Great Society." And many Congressmen, dis playing deep fear of the powers- that-be in Washington, wade more responsible to the will of Washington then they were to the wishes of the conservative constituents. Both in those states where con servatives were successful and in those where they were unsuc cessful, the primary opportunity is to take hold of state and congressional seats in If the Southern governors Congressmen are conservative in 1968, there will be no need to worry about them bowing to pressure from the national cap - ital. But where the governors and Congressmen go rtrrnm thr llnr in obedience to the Welfare State, conservative graasrooU move ments will face grave obstacles as was the case in the recant election. One of the happy developments of the campaign was the flour ishing of conservative activity among young people, many of them in their late teens or just too young to vote. In a few years, these youthful rltlssns will ha able to vote. It la s—siUlal that their drive and enthusiasm for conservatism be harnessed, es pecially in the South. They repre sent tne logical counterforce to the bloc voters who can be herd ed to the polls like sheep. Sev eral southern elections make plain that these bloc voters can be overcome where there has been a strong grassroots pre cinct organization at work, par ticularly those that utiiiv the energies and imaginative poli ticking of younger citizens. It would be absurd for South ern conservatives to ignore the fact that they must build up their strength at every level of state government. The construction of conservative power must be much more thorough must encompass all areas of political activity in a state. The condi tions of |he 1960s suggest that conservatism must be a top to bottom affair so that powerful positions—such as governorships aren’t in the hands of the lib erals when an election year rolls around. The attitude with which South ern conservatives regard the present and future is a great importance. It would be foolish for Southern conservatives to spend thei rtime moaning and I groaning over defeats elsewhere in the nation. Those states where conservatives lost out in the elec tions are the responsibilities of conservatives in those states. ' That’s good states’ rights prin ciples. As a matter of fact, a setback often can be a good thing in that it leads people to understand the necessity for harder work. But the South’s task is to deal with Southern needs. - The overriding truth is that conservatism a giant breakthrough in five Southern states this year, and every ef fort should be made to consoli date gains and to seek ways and moans of broadening the base of Filttical power. And those Sou- didn’t do as well as expected can examine their fellow Southern ers’ organizations and activities, and plan to improve their meth ods and approaches for the fu ture. The basic point, however, is that things are really looking up in the South. If there is spilt milk elsewhere in the n^^ffn. lot those sections deal with if it up.
