In addition, the 88th Congress was obedient to the White House by enacting legislation such as the Domestic Peace Corps, Mass Transit, Youth Employment Corps, Food Stamps, and tre mendous amounts of foreign aid. Speaking of foreign aid, it is worth mentioning that one of the beneficiaries of U. S. economic and military aid, the pro-com munist dictatorial regime of Su karno in Indonesia, recently used equipment furnished by Ameri can taxpayers to launch a gur- rila war against the anti-com munist government of Malaysia. Indonesian parachutists were dropped on Malaysia from a U. S.-Built and paid for C-130E transport. The Johnson adminis tration declined to take effective action against the Indonesians. In the UN, the Security Council ithing. So it went during 88th Congress. The other side of the coin is that Congress declined to ap prove a proposal for amendment of the Constitution so as to per mit voluntary non - sectarian prayer^ and Bible readings in publib schools. The Senate took no action to prevent further ac tion by the Supreme Court ope rating as the chief political shap er of congressional districts. Truly, the 88th Congress left behind it a shameful record. Though Congress is one of the three coordinate branhes of the U. S. Government, it acted as a rubber stamp agency tor the Johnson Administration. Under President Johnson, Congress was whipped into line and into a thor oughly subordinate status as it had never been before, not even under the Kennedy administra tion.
